1 1 Section 1. Section 422.7, Code 1999, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 35. Subtract one hundred fifty dollars
1 4 for each pint of blood donated to a blood bank as defined in
1 5 section 141.7 which is operated by an entity described in
1 6 section 170(c) of the Internal Revenue Code.
1 7 Sec. 2. EFFECTIVE DATE AND RETROACTIVE APPLICABILITY.
1 8 This Act, being deemed of immediate importance, takes effect
1 9 upon enactment, and applies retroactively to January 1, 1999,
1 10 for tax years beginning on or after that date.
1 11 EXPLANATION
1 12 The bill provides a $150 individual income tax deduction
1 13 for a person who donates a pint of blood to a blood bank which
1 14 is operated by entities that are not for profit and which
1 15 under federal income tax law are appropriate entities for
1 16 which contributions would be deductible as a charitable
1 17 contribution. The donation of blood is not considered a
1 18 charitable contribution for purposes of federal and state
1 19 income tax laws.
