1 1 Section 1. LEGISLATIVE INTENT. It is the intent of the
1 2 general assembly that drivers of motor vehicles who are
1 3 properly licensed in other countries be given reciprocity when
1 4 applying for a driver's license in this state if the licensing
1 5 requirements of the other country are similar to, or more
1 6 stringent than, the requirements for licensure in this state,
1 7 the other country provides for similar reciprocity for drivers
1 8 licensed in this state who apply for a driver's license in
1 9 that other country, and there is a recognized need for
1 10 reciprocity.
1 11 Sec. 2. Section 307.12, Code 1999, is amended by adding
1 12 the following new subsection:
1 13 NEW SUBSECTION. 16. If there is a recognized need for
1 14 driver's license reciprocity, enter into reciprocal agreements
1 15 relating to recognition of driver's licenses with other
1 16 countries that have licensing requirements that are similar
1 17 to, or more stringent than, the requirements for licensing
1 18 drivers in this state, as determined by the director.
1 19 Sec. 3. EFFECTIVE DATE. This Act, being deemed of
1 20 immediate importance, takes effect upon enactment.
1 21 EXPLANATION
1 22 This bill directs the state director of transportation, if
1 23 there is a recognized need for driver's license reciprocity,
1 24 to enter into reciprocal agreements with other countries
1 25 relating to recognition of driver's licenses which have
1 26 similar, or more stringent, requirements for licensing
1 27 drivers. The bill is effective upon enactment.
