1 1 Section 1. NEW SECTION. 509A.6A MENTAL HEALTH COVERAGE
1 2 FOR STATE EMPLOYEES.
1 3 1. A state health or medical group insurance plan for
1 4 state employees shall provide coverage benefits for services
1 5 for clinical disorders related to mental health which shall be
1 6 on terms and conditions that are no more restrictive than the
1 7 terms and conditions for coverage benefits provided for other
1 8 medical conditions under such plan.
1 9 2. For purposes of this section:
1 10 a. "State health or medical group insurance plan" means as
1 11 defined in section 509A.13A.
1 12 b. "State employee" means a person who is a paid employee
1 13 of the state of Iowa, including a paid employee of the state
1 14 board of regents.
1 15 Sec. 2. APPLICABILITY. This Act applies to a state health
1 16 or medical group insurance plan provided on or after the
1 17 effective date of this Act. This Act applies to an existing
1 18 state health or medical group insurance plan at the time such
1 19 plan is first renewed or renegotiated on or after the
1 20 effective date of this Act.
1 21 EXPLANATION
1 22 This bill creates new Code section 509A.6A and provides
1 23 that a state health or medical group insurance plan for state
1 24 employees must provide coverage benefits for services for
1 25 clinical disorders related to mental health which are to be on
1 26 terms and conditions which are no more restrictive than the
1 27 terms and conditions associated with coverage benefits
1 28 provided for other conditions under such plan.
1 29 The bill is applicable to a state health or medical group
1 30 insurance plan provided on or after the bill's effective date,
1 31 or to an existing state health or medical group insurance plan
1 32 at the time such plan is first renewed or renegotiated on or
1 33 after the bill's effective date.
