  1  1    Section 1.  Section 321.285, subsection 6, Code 1999, is
  1  2 amended to read as follows:
  1  3    6.  a.  Notwithstanding any other speed restrictions, the
  1  4 speed limit for all vehicular traffic on interstate roads, as
  1  5 defined in section 306.3, is seventy miles per hour and on
  1  6 fully controlled-access, divided, multilaned highways
  1  7 including the national system of interstate highways is sixty-
  1  8 five miles per hour.
  1  9    b.  The department may establish a speed limit of sixty-
  1 10 five miles per hour on certain divided, multilaned highways.
  1 11 However, the department, or cities with the approval of the
  1 12 department, may establish a lower speed limit upon such roads
  1 13 and highways located within the corporate limits of a city.
  1 14    c.  For the purposes of this subsection, a fully
  1 15 controlled-access highway is a highway that gives preference
  1 16 to through traffic by providing access connections with
  1 17 selected public roads only and by prohibiting crossings at
  1 18 grade or direct private driveway connections.
  1 19    d.  A minimum speed may be established by the department on
  1 20 the highways referred to in this subsection if warranted by
  1 21 engineering and traffic investigations.
  1 22    e.  It is further provided that any kind of vehicle,
  1 23 implement, or conveyance incapable of attaining and
  1 24 maintaining a speed of forty miles per hour shall be
  1 25 prohibited from using the interstate road system.  
  1 26                           EXPLANATION 
  1 27    This bill increases the speed limit for vehicles on
  1 28 interstate highways from 65 to 70 miles per hour.
