1 1 Section 1. NEW SECTION. 321.423A SNOWPLOWS AND SNOW
1 2 REMOVAL VEHICLES – EQUIPMENT AND OPERATION.
1 3 1. All bid specifications for snowplows or other snow
1 4 removal vehicles purchased by the state or a political
1 5 subdivision of the state on or after July 1, 1999, shall
1 6 require that the vehicles be equipped to enhance visibility of
1 7 the vehicle by other motorists with a warning light or
1 8 rotating beacon with three-hundred-sixty-degree visibility.
1 9 2. An operator of a snowplow or other snow removal vehicle
1 10 shall activate the warning light or rotating beacon when the
1 11 snowplow blade is attached to the vehicle.
1 12 EXPLANATION
1 13 This bill requires all public agency bid specifications for
1 14 new snowplows and other snow removal vehicles which are
1 15 purchased on or after July 1, 1999, to include a requirement
1 16 that the vehicles be equipped with a warning light or rotating
1 17 beacon visible over 360 degrees of motion which must be
1 18 activated when the snowplow is attached to the vehicle.
1 19 Failure to comply with the provisions of the bill by a person
1 20 preparing the bid specifications and operating a snow removal
1 21 vehicle would constitute a simple misdemeanor pursuant to Code
1 22 section 321.482.
1 23 The bill may contain a state mandate as defined in Code
1 24 section 25B.3.
