1 1 Section 1. Section 266.39, subsection 3, Code 1999, is
1 2 amended by adding the following new paragraph:
1 3 NEW PARAGRAPH. h. Four persons actively engaged in
1 4 agriculture who are appointed by the titular head of each of
1 5 the following agricultural organizations:
1 6 (1) The Iowa farm bureau federation.
1 7 (2) The Iowa farmers union.
1 8 (3) The practical farmers of Iowa.
1 9 (4) The agribusiness association of Iowa.
1 10 Sec. 2. Section 266.39, subsection 3, unnumbered paragraph
1 11 2, Code 1999, is amended to read as follows:
1 12 The terms of the members shall begin and end as provided in
1 13 section 69.19 and any vacancy shall be filled by the original
1 14 appointing authority. The terms shall be for four years and
1 15 shall be staggered as determined by the president of Iowa
1 16 state university of science and technology. The members
1 17 appointed by the titular heads of agricultural organizations
1 18 shall be reimbursed for actual and necessary expenses incurred
1 19 while engaged in their official duties, but shall not be
1 20 entitled to per diem compensation as authorized under section
1 21 7E.6.
1 22 EXPLANATION
1 23 Code section 266.39 establishes the Leopold center for
1 24 sustainable agriculture in the Iowa agricultural and home
1 25 economics experiment station at Iowa state university of
1 26 science and technology. The center is responsible for
1 27 conducting and sponsoring research to identify and reduce
1 28 negative environmental and socioeconomic impacts of
1 29 agricultural practices. The Code section also establishes an
1 30 advisory board responsible for advising the center's director
1 31 in the development of a budget and on the policies and
1 32 procedures of the center. This bill increases the membership
1 33 of the board to include representatives of agricultural
1 34 organizations. The bill provides for compensating the
1 35 members.
