  1  1    Section 1.  Section 261C.4, Code 1999, is amended to read
  1  2 as follows:
  1  3    261C.4  AUTHORIZATION.
  1  4    An eligible pupil may make application to an eligible
  1  5 institution to allow the eligible pupil to enroll for academic
  1  6 or vocational-technical credit in a an authorized nonsectarian
  1  7 course offered at that eligible institution.  Authorized
  1  8 courses shall include only those related to mathematics,
  1  9 English-language arts, vocational-technical education, and
  1 10 science.  A However, a comparable course, as defined in rules
  1 11 made by the board of directors of the public school district,
  1 12 must not be offered by the school district or accredited
  1 13 nonpublic school which the pupil attends.  If an eligible
  1 14 institution accepts an eligible pupil for enrollment under
  1 15 this section, the institution shall send written notice to the
  1 16 pupil, the pupil's school district or accredited nonpublic
  1 17 school or the school for the deaf or the Iowa braille and
  1 18 sight saving school, and the department of education.  The
  1 19 notice shall list the course, the clock hours the pupil will
  1 20 be attending the course, and the number of hours of
  1 21 postsecondary academic or vocational-technical credit that the
  1 22 eligible pupil will receive from the eligible institution upon
  1 23 successful completion of the course.  
  1 24                           EXPLANATION
  1 25    This bill limits the types of courses secondary students
  1 26 may take under the postsecondary enrollment options Act to
  1 27 those courses related to mathematics, English-language arts,
  1 28 vocational-technical education, and science.
  1 29    The Act currently allows ninth or 10th grade pupils
  1 30 identified as talented and gifted, or an 11th or 12th grade
  1 31 pupil, to enroll in a college-level course if the school
  1 32 district in which they reside does not provide a comparable
  1 33 course.  If an eligible student is admitted and enrolled by an
  1 34 eligible postsecondary institution, the student is granted
  1 35 high school credit and postsecondary academic or vocational-
  2  1 technical credit for successful completion of the coursework.
  2  2 The school district is required to pay a tuition reimbursement
  2  3 amount to the postsecondary institution that has enrolled the
  2  4 resident eligible pupil.  The amount of tuition reimbursement
  2  5 for each separate course is the lesser of the actual and
  2  6 customary costs of tuition, textbooks, materials, and fees
  2  7 directly related to the course or $250.
