1 1 Section 1. Section 262.9, Code 1999, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 30. Cause the institutions of higher
1 4 learning under its control to establish a tuition rate for
1 5 each course offered by the institutions that is based upon the
1 6 actual cost of providing the course, unless the course meets
1 7 any of the following criteria:
1 8 a. Is approved by the Iowa coordinating council for post-
1 9 high school education.
1 10 b. Is offered at the southwest Iowa graduate studies
1 11 center, the tristate graduate center, or the quad-cities
1 12 graduate studies center.
1 13 c. Is offered on-campus at the institution.
1 14 EXPLANATION
1 15 This bill requires the state board of regents to cause the
1 16 institutions of higher learning under its control to charge
1 17 tuition based upon the actual cost of providing a course
1 18 unless the course is approved by the Iowa coordinating council
1 19 for post-high school education; offered at the southwest Iowa
1 20 graduate studies center, the tristate graduate center, or the
1 21 quad-cities graduate studies center; or is offered on-campus
1 22 at the institution.
