1 1 Section 1. Section 262.9, Code 1999, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 30. Cause the institutions of higher
1 4 learning under its control to permit a nonresident student to
1 5 pay the resident tuition rate if the student's state of
1 6 residence permits students who are residents of Iowa to pay
1 7 the resident tuition rate at its state institutions of higher
1 8 learning. Notwithstanding this subsection, the board may
1 9 negotiate a reciprocal tuition agreement with another state
1 10 for a different allocation of tuition rates.
1 11 EXPLANATION
1 12 This bill requires the state board of regents to cause the
1 13 institutions of higher learning under its control to permit a
1 14 nonresident student to pay the resident tuition rate if the
1 15 student's state of residence permits students who are
1 16 residents of Iowa to pay the resident tuition rate at its
1 17 state institutions of higher learning. However, the bill
1 18 authorizes the board to negotiate a reciprocal tuition
1 19 agreement with another state for a different allocation of
1 20 tuition rates.
