PAG LIN 1 1 Section 1. Section 257.1, subsection 2, unnumbered 1 2 paragraph 2, Code 1999, is amended to read as follows: 1 3 For the budget year commencing July 1,19961999, and for 1 4 each succeeding budget year, the regular program foundation 1 5 base per pupil iseighty-seveneighty-nine andfive-tenths1 6 three-tenths percent of the regular program state cost per 1 7 pupil,except thatthe regular program foundation base per 1 8 pupil for the portion of weighted enrollment that is 1 9 additional enrollment because of special education isseventy-1 10nineeighty-nine and three-tenths percent of the regular 1 11 program state cost per pupil. For the budget year commencing1 12July 1, 1991, andfor each succeeding budget yearthe special 1 13 education support services foundation base isseventy-nine1 14 eighty-nine and three-tenths percent of the special education 1 15 support services state cost per pupil. The combined 1 16 foundation base is the sum of the regular program foundation 1 17 base and the special education support services foundation 1 18 base. 1 19 Sec. 2. This Act, being deemed of immediate importance, 1 20 takes effect upon enactment and applies to the computation of 1 21 school foundation aid payable during school budget years 1 22 beginning on or after July 1, 1999. 1 23 EXPLANATION 1 24 This bill provides for an increase in the regular program 1 25 foundation base per pupil, the regular program foundation base 1 26 per pupil for the portion of weighted enrollment that is 1 27 additional enrollment because of special education, and the 1 28 special education support services foundation base levels to 1 29 89.3 percent. The bill would take effect upon enactment for 1 30 purposes of computation of school foundation aid payable 1 31 during school budget years beginning on or after July 1, 1999. 1 32 LSB 1344YH 78 1 33 rn/gg/8
