PAG LIN 1 1 Section 1. There is appropriated from the general fund of 1 2 the state to the department of public safety, for the fiscal 1 3 year beginning July 1, 1999, and ending June 30, 2000, the 1 4 following amount, or so much as is necessary, to be used for 1 5 the purposes designated: 1 6 1. For the hiring of twelve peace officers who will focus 1 7 primarily on investigating methamphetamine manufacturing or 1 8 distribution: 1 9 .................................................. $ 1,200,000 1 10 2. For the purchase of two mobile drug vans to be used by 1 11 the division of criminal investigations for methamphetamine 1 12 and other law enforcement functions, with one mobile van to be 1 13 located primarily in northern Iowa and the other located 1 14 primarily in southern Iowa: 1 15 .................................................. $ 60,000 1 16 3. For the establishment of three additional drug canine 1 17 units: 1 18 .................................................. $ 33,000 1 19 Sec. 2. There is appropriated from the general fund of the 1 20 state to the governor's alliance on substance abuse, for the 1 21 fiscal year beginning July 1, 1999, and ending June 30, 2000, 1 22 the following amount, or so much as is necessary, to be used 1 23 for the purpose designated: 1 24 For the establishment of a statewide outdoor advertising 1 25 campaign that would publicize mandatory prison sentences for 1 26 drug traffickers: 1 27 .................................................. $ 50,000 1 28 Sec. 3. There is appropriated from the general fund of the 1 29 state to the department of justice, for the fiscal year 1 30 beginning July 1, 1999, and ending June 30, 2000, the 1 31 following amount, or so much as is necessary, to be used for 1 32 the purpose designated: 1 33 For the hiring of ten additional area prosecutors to focus 1 34 primarily on the prosecution of offenders throughout the state 1 35 who manufacture or distribute methamphetamine: 2 1 .................................................. $ 500,000 2 2 Sec. 4. Section 200.18, subsection 2, unnumbered paragraph 2 3 1, Code 1999, is amended to read as follows: 2 4 A person violating this chapter or rules adopted by the 2 5 secretary pursuant to this chapter shall be guilty of asimple2 6 serious misdemeanor. In addition to the imposition of the 2 7simpleserious misdemeanor penalty, a person violating section 2 8 200.14 shall be subject to a civil penalty of not more than 2 9 one thousand five hundred dollars, if the person does any of 2 10 the following: 2 11 EXPLANATION 2 12 This bill makes appropriations from the general fund of the 2 13 state to the department of public safety to fund various 2 14 methamphetamine-related law enforcement activities. The 2 15 appropriations include funding for 12 additional peace 2 16 officers, three canine units, and two mobile drug vans. 2 17 The bill makes appropriations from the general fund of the 2 18 state to the governor's alliance on substance abuse to fund an 2 19 outdoor advertising campaign that would publicize mandatory 2 20 prison sentences for distribution of drugs in Iowa. 2 21 The bill makes appropriations from the general fund of the 2 22 state to the department of justice for the hiring of 10 2 23 additional prosecutors to help local authorities with 2 24 prosecutions against persons who manufacture or distribute 2 25 methamphetamine. 2 26 The bill increases the penalty applicable to tampering with 2 27 anhydrous ammonia equipment and illegal possession of 2 28 anhydrous ammonia from a simple misdemeanor to a serious 2 29 misdemeanor. A simple misdemeanor is punishable by 2 30 imprisonment not to exceed 30 days or a fine of at least $50 2 31 but not more than $100. A serious misdemeanor is punishable 2 32 by imprisonment not to exceed one year and a fine of at least 2 33 $250 but not more than $1,500. 2 34 LSB 1355YH 78 2 35 jm/sc/14
