PAG LIN 1 1 HOUSE CONCURRENT RESOLUTION NO. _______ 1 2 BY BURNETT 1 3 A Concurrent Resolution urging the development of 1 4 programs to provide economic incentives to con- 1 5 serve endangered ecosystems and species. 1 6 WHEREAS, Iowa has endangered ecosystems and 1 7 species; and 1 8 WHEREAS, programs need to be developed on the 1 9 premise that provision of a reduction in operating 1 10 costs and a reliable revenue stream for maintaining 1 11 and enhancing natural or constructed habitats will 1 12 offset the economic incentives a landowner might have 1 13 for converting these habitats to other uses; and 1 14 WHEREAS, these incentive-driven programs should 1 15 emphasize the important contributions private 1 16 landowners can make to habitat enhancement and 1 17 protection and reward private landowners for acting as 1 18 responsible stewards of wildlife habitats and other 1 19 natural resources on their properties; and 1 20 WHEREAS, the key objective of these programs should 1 21 be to create new cost-effective and affordable 1 22 conservation options that will appeal to large numbers 1 23 of private landowners, as well as to environmental 1 24 interests and government agencies, and work 1 25 effectively in providing habitat for threatened and 1 26 endangered ecosystems and species; and 1 27 WHEREAS, these conservation options would be based 1 28 upon sound scientific evidence and be designed to 1 29 encourage large numbers of landowners to commit to 1 30 long-term management plans to ensure that essential 2 1 habitats are not destroyed due to ever-encroaching 2 2 urban development or the landowner's perceived need to 2 3 intensify and expand agricultural and forestry 2 4 operations for competitive and profitability reasons; 2 5 and 2 6 WHEREAS, these conservation options would ensure 2 7 that essential habitats are well managed so they can 2 8 maintain their ecological functions in a manner equal 2 9 to or better than they are today; and 2 10 WHEREAS, a significant amount of habitat exists 2 11 today on private land that may never be protected 2 12 through any other means nor prevented through any law, 2 13 rule, regulation, or limitation on private property 2 14 rights from being converted to uses which could 2 15 destroy most or all of their habitat value; NOW 2 16 THEREFORE, 2 17 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE 2 18 SENATE CONCURRING, That appropriate state agencies and 2 19 other divisions of government in the state are urged 2 20 to cooperate in the development of programs designed 2 21 to provide economic incentives to conserve endangered 2 22 ecosystems and species as outlined in this Resolution; 2 23 and 2 24 BE IT FURTHER RESOLVED, That, upon passage, an 2 25 official copy of this Resolution shall be sent to the 2 26 Governor and the Director of the Department of Natural 2 27 Resources. 2 28 LSB 1047HH 78 2 29 tm/jw/5.2
