1 3 #1. Page 2, by inserting after line 22 the
1 4 following:
1 5 "Of the amount appropriated in this subsection,
1 6 $200,000 shall be allocated for the main street
1 7 investments loan program established in section
1 8 15E.221, notwithstanding any provision of this
1 9 subsection to the contrary."
1 10 #2. Page 19, by inserting after line 27 the
1 11 following:
1 12 "Sec. . NEW SECTION. 15E.221 MAIN STREET
1 13 INVESTMENTS LOAN PROGRAM.
1 14 The department shall adopt rules to establish a
1 15 main street investments loan program to increase the
1 16 availability of lower cost funds to stimulate building
1 17 restorations or rehabilitations of historic buildings
1 18 within the central business district of a city which
1 19 is approved as a certified local government pursuant
1 20 to section 303.16. The rules shall include the
1 21 following conditions:
1 22 1. Investment loans shall be limited to projects
1 23 for a building restoration or rehabilitation located
1 24 in the central business district whose boundaries are
1 25 the same as the main street or rural main street or
1 26 central business district of a city which is a
1 27 certified local government project area.
1 28 2. Eligible borrowers are limited to the property
1 29 owner, contract purchaser of record, or long-term
1 30 lessee.
1 31 3. Loan applications under this program shall be
1 32 for the restoration or rehabilitation of buildings
1 33 which are eligible or nominated or listed on the
1 34 national register of historic places. Public
1 35 buildings are excluded.
1 36 4. The maximum loan amount under the main street
1 37 investments loan program is fifty thousand dollars per
1 38 project.
1 39 Sec. . NEW SECTION. 15E.222 APPLICATION
1 40 PROCESS.
1 41 Applicants shall be approved as a certified local
1 42 government by the department of cultural affairs under
1 43 the provisions of section 303.16 prior to submitting
1 44 applications to the department of economic development
1 45 for loans under the main street investments loan
1 46 program. The department of economic development shall
1 47 adopt rules pursuant to chapter 17A, in consultation
1 48 with the department of cultural affairs, to require
1 49 applicants to do the following:
1 50 1. Show evidence of preliminary design assistance.
2 1 2. Show evidence of preliminary design review
2 2 approval from the local design review committee.
2 3 3. Submit project plans and specifications
2 4 prepared by a design professional with historic
2 5 preservation experience."
2 6 #3. By numbering, renumbering, and correcting
2 7 internal references as necessary.
