1 1 Amend House File 2530 as follows:
1 2 #1. Page 94, by inserting after line 30 the
1 3 following:
1 4 "If the federal government reduces or eliminates
1 5 the funding provided to this state for the federal
1 6 low-income home energy assistance program, the board
1 7 shall increase the levels of surcharges on electric
1 8 accounts in amounts sufficient to provide funding
1 9 equal to the difference between the historical average
1 10 of funding provided by the federal government and the
1 11 reduced amount of federal funding provided for the
1 12 program. When determining the increase in the levels
1 13 of surcharges under this paragraph, the board shall
1 14 not substantially deviate from the cost allocation
1 15 among consumer groups reflected in the initial funding
1 16 surcharges. For purposes of this paragraph,
1 17 "historical average" means the average amount of
1 18 funding provided by the federal government to this
1 19 state for the federal low-income home energy
1 20 assistance program for the federal fiscal year
1 21 commencing in 1981 through the federal fiscal year
1 22 ending in 1999."
