1 3 #1. Page 11, by inserting after line 16 the

1 5 "Sec. ___. NEW SECTION. 15F.305 VISION IOWA
1 6 FUND.
1 7 1. A vision Iowa fund is created in the state
1 8 treasury under the control of the department
1 9 consisting of moneys appropriated by the general
1 10 assembly and any other moneys available to and
1 11 obtained by the department for placement in the fund.
1 12 An applicant under the vision Iowa program shall not
1 13 receive more than fifty million dollars in financial
1 14 assistance from the fund.
1 15 2. The fund shall be used to provide financial
1 16 assistance in the form of grants under the vision Iowa
1 17 program.
1 18 3. Moneys in the fund are not subject to section
1 19 8.33."

1 22 #3. Page 28, by inserting before line 30 the
1 23 following:
1 24 "Sec. ___. NEW SECTION. 292.3 SCHOOL
1 25 INFRASTRUCTURE FUND.
1 26 1. A school infrastructure fund is created in the
1 27 state treasury under the control of the department
1 28 consisting of moneys appropriated by the general
1 29 assembly and any other moneys available to and
1 30 obtained by the department for placement in the fund.
1 31 2. The fund shall be used to provide financial
1 32 assistance in the form of grants under the school
1 33 infrastructure program.
1 34 3. Moneys in the fund are not subject to section
1 35 8.33."
1 36 #4. Page 29, by inserting after line 11 the
1 37 following:
1 38 "Sec. ___. APPROPRIATIONS.
1 39 1. For the fiscal year beginning July 1, 2000,
1 40 there is appropriated from the cash reserve fund
1 41 created in section 8.56, to the department of economic
1 42 development two hundred million dollars for deposit in
1 43 the vision Iowa fund created in section 15F.305,
1 44 notwithstanding any contrary provisions of section
1 45 8.56.
1 46 2. For the fiscal year beginning July 1, 2001, and
1 47 for each of the two succeeding fiscal years,
1 48 notwithstanding section 8.57, subsection 5, paragraph
1 49 "c", there is appropriated from the rebuild Iowa
1 50 infrastructure fund to the department of education
2 1 twenty-five million dollars for deposit in the school
2 2 infrastructure fund created in section 292.3."
2 3 #5. Title page, line 6, by striking the word
2 4 "and".
2 5 #6. Title page, line 7, by inserting after the
2 6 word "taxation" the following: ", and making
2 7 appropriations".
