  3 12 mutual agreement, pool vacant positions and position
  3 13 classifications during the course of the fiscal year
  3 14 in order to assist one another in filling necessary
  3 15 positions."

  3 39 reimbursement shall be paid for services provided to
  3 40 persons with a brain or head injury who are determined
  3 41 by the Iowa foundation for medical care to meet
  3 42 entrance requirements for services at the ICFMR level.
  3 43 The county of legal settlement shall remain
  3 44 responsible for the nonfederal share of reimbursement
  3 45 for the ICFMR services up to the maximum percentile
  3 46 rate allowed by law. The supplemental reimbursement
  3 47 shall be paid for the difference between that maximum
  3 48 rate and the facility's actual cost, as determined
  3 49 from the annual actual cost reports submitted to the
  3 50 department which shall be subject to annual audit by
  4  1 the department."
