  1  1    Amend House File 2552 as follows:
  1  2    #1.  Page 12, by inserting after line 23 the
  1  3 following:
  1  4    "9.  The department of corrections shall submit a
  1  5 report to the general assembly by January 1, 2001,
  1  6 concerning the use of inmate labor on capital
  1  7 improvement projects."
  1  8    #2.  Page 22, by inserting after line 25 the
  1  9 following:
  1 10    "Sec.    .  Section 18.6, Code Supplement 1999, is
  1 11 amended by adding the following new subsection:
  1 12    NEW SUBSECTION.  16.  The department shall not
  1 13 award a contract to a bidder for a construction,
  1 14 reconstruction, demolition, or repair project or
  1 15 improvement with an estimated cost that exceeds
  1 16 twenty-five thousand dollars in which the bid requires
  1 17 the use of inmate labor supplied by the department of
  1 18 corrections, but not employed by private industry
  1 19 pursuant to section 904.809, to perform the project or
  1 20 improvement."
  1 21    #3.  Page 24, by inserting after line 19 the
  1 22 following:
  1 23    "Sec.    .  Section 904.315, Code 1999, is amended
  1 24 to read as follows:
  1 25    904.315  CONTRACTS FOR IMPROVEMENTS.
  1 26    The director of the department of general services
  1 27 shall, in writing, let all contracts for authorized
  1 28 improvements costing in excess of twenty-five thousand
  1 29 dollars under chapter 18.  Upon prior authorization by
  1 30 the director, improvements costing five thousand
  1 31 dollars or less may be made by the superintendent of
  1 32 any institution.
  1 33    Contracts are A contract is not required for
  1 34 improvements at a state institution where the labor of
  1 35 inmates is to be used if the contract is not for a
  1 36 construction, reconstruction, demolition, or repair
  1 37 project or improvement with an estimated cost in
  1 38 excess of twenty-five thousand dollars."
