  1  1    Amend House File 2549 as follows:
  1  2    #1.  Page 27, by inserting after line 34, the
  1  3 following:
  1  4    "Sec. 102.  Section 256C.2, unnumbered paragraph 2,
  1  5 Code 1999, is amended to read as follows:
  1  6    A district applying for a grant under this section
  1  7 shall agree, for each dollar of grant funds, to
  1  8 provide twenty cents in matching cash or in-kind
  1  9 resources.  Grants may be awarded for four years,
  1 10 beginning July 1, 1994, and ending June 30, 1998.  Up
  1 11 to ten percent of the moneys appropriated for the
  1 12 grant program may be used by the council for staffing,
  1 13 technical assistance, and external evaluation
  1 14 development.  Notwithstanding section 8.33,
  1 15 unencumbered or unobligated funds remaining on June 30
  1 16 of the fiscal year for which the funds were
  1 17 appropriated shall not revert but shall be available
  1 18 for expenditure for the following fiscal year for the
  1 19 purposes of this section."
  1 20    #2.  Page 38, by inserting after line 26 the
  1 21 following:
  1 22    "Sec. 103.  RETROACTIVE APPLICABILITY.  Section
  1 23 256C.2, unnumbered paragraph 2, as amended in this
  1 24 Act, is retroactively applicable to July 1, 1999.  Any
  1 25 moneys retained by the child development coordinating
  1 26 council for the fiscal year beginning July 1, 1999,
  1 27 for staffing, technical assistance, and external
  1 28 evaluation development shall be awarded in
  1 29 demonstration program grants as provided in chapter
  1 30 256C."
  1 31    #3.  Page 38, line 28, by inserting after the
  1 32 figure "205;" the following:  "section 102, amending
  1 33 section 256C.2;".
  1 34    #4.  Page 38, line 29, by inserting after the
  1 35 figure "257.12" the following:  "; and section 103,
  1 36 relating to retroactive applicability".
  1 37    #5.  Title page, line 5, by inserting after the
  1 38 word "providing" the following:  "for retroactive
  1 39 applicability and".
