1 2 #1. Page 8, by inserting after line 23 the
1 3 following:
1 4 "From the moneys deposited in the school ready
1 5 children grants account for the fiscal year beginning
1 6 July 1, 2000, and ending June 30, 2001, not more than
1 7 $200,000 is allocated for the community empowerment
1 8 office and other technical assistance activities. It
1 9 is the intent of the general assembly that regional
1 10 technical assistance teams will be established and
1 11 will include staff from various agencies, as
1 12 appropriate, including the area education agencies,
1 13 community colleges, and the Iowa state university of
1 14 science and technology cooperative extension service
1 15 in agriculture and home economics. The state
1 16 empowerment board shall direct staff to work with the
1 17 advisory council to inventory technical assistance
1 18 needs. Funds allocated under this unnumbered
1 19 paragraph may be used by the state empowerment board
1 20 for the purpose of skills development and support for
1 21 ongoing training of the regional technical assistance
1 22 teams. However, funds shall not be used for
1 23 additional staff or for the reimbursement of staff.
1 24 As a condition of receiving funding appropriated in
1 25 this subsection, each local empowerment board shall
1 26 report to the state empowerment board progress on each
1 27 of the state indicators approved by the state board,
1 28 as well as progress on local indicators.
1 29 School ready children grants account funds shall be
1 30 distributed through a grant application process.
1 31 Grant awards shall be contingent upon the availability
1 32 of funds. The deadline for applications for school
1 33 ready children grants in the fiscal year beginning
1 34 July 1, 2000, shall be August 31, 2000, with grant
1 35 awards to be made on or about October 2, 2000."
