1 2 #1. By striking page 6, line 3 through page 7,
1 3 line 28 and inserting the following:

1 5 (1) Funds allocated for purposes of the enrich
1 6 Iowa pilot program as provided in this lettered
1 7 paragraph shall be distributed by the division of
1 8 libraries and information services to eligible public
1 9 libraries that are in compliance with performance
1 10 measures adopted by rule by the commission of
1 11 libraries. The funds allocated as provided in this
1 12 lettered paragraph shall not be used for the costs of
1 13 administration by the division. The amount
1 14 distributed to each eligible public library shall be
1 15 based upon the following:
1 16 (a) The level of compliance by the eligible public
1 17 library with the performance measures adopted by the
1 18 commission as provided in this subparagraph.
1 19 (b) The number of people residing within an
1 20 eligible library's geographic service area for whom
1 21 the library provides services.
1 22 (c) The amount of other funding the eligible
1 23 public library received in the previous fiscal year
1 24 for providing services to rural residents and to
1 25 contracting communities.
1 26 (2) Moneys received by a public library under this
1 27 lettered paragraph shall supplement, not supplant, any
1 28 other funding received by the library.
1 29 (3) For purposes of this section, "eligible public
1 30 library" means a public library that meets all of the
1 31 following requirements:
1 32 (a) Submits to the division all of the following:
1 33 (i) The report provided for under section 256.51,
1 34 subsection 1, paragraph "h".
1 35 (ii) An application and accreditation report, in a
1 36 format approved by the commission, that provides
1 37 evidence of the library's compliance with at least one
1 38 level of the standards established in accordance with
1 39 section 256.51, subsection 1, paragraph "k".
1 40 (iii) Any other application or report the division
1 41 deems necessary for the implementation of the enrich
1 42 Iowa pilot program.
1 43 (b) Participates in the library resource and
1 44 information sharing programs established by the state
1 45 library.
1 46 (c) Is a public library established by city
1 47 ordinance or a county library as provided in chapter
1 48 336.
1 49 (4) Each eligible public library shall maintain a
1 50 separate listing within its budget for payments
2 1 received and expenditures made pursuant to this
2 2 lettered paragraph, and shall annually submit this
2 3 listing to the division.
2 4 (5) By January 15, 2001, the division shall submit
2 5 a program evaluation report to the general assembly
2 6 and the governor detailing the uses and the impacts of
2 7 funds allocated under this lettered paragraph. It is
2 8 the intent of the general assembly to address the
2 9 continuation of the enrich Iowa pilot program during
2 10 the 2001 legislative session.
2 11 (6) A public library that receives funds in
2 12 accordance with this lettered paragraph shall have an
2 13 internet filtering program or internet filtering
2 14 service in use unless the library has only one
2 15 computer designated for public use and the library
2 16 staff regularly monitors the use of that computer.
2 17 However, a public library that monitors the use of a
2 18 computer shall submit an annual report describing the
2 19 library's monitoring efforts to the division.
