  1  1    Amend Senate File 2371, as amended, passed, and
  1  2 reprinted by the Senate, as follows:
  1  3    #1.  Page 6, by inserting after line 32 the
  1  4 following:
  1  5    "   .  Any work project or improvement with an
  1  6 estimated cost of twenty-five thousand dollars or more
  1  7 shall be undertaken as a public contract as provided
  1  8 in section 18.6, subsection 9.  Notwithstanding any
  1  9 contrary section of the Code, the contract letting
  1 10 authority shall designate a contracting officer and
  1 11 shall establish procedures to manage the contract,
  1 12 approve bills for payment, and review proposed charge
  1 13 orders or amendments to the contract."
