1 1 Amend House File 2080 as follows:
1 2 #1. Page 1, by striking lines 3 through 22 and
1 3 inserting the following:
1 4 "1. Notwithstanding the uniformity of treatment
1 5 requirements of section 514C.6, a group policy or
1 6 contract providing for third-party payment or
1 7 prepayment of health or medical expenses shall provide
1 8 mental health and substance abuse treatment coverage
1 9 benefits and shall not impose limitations on financial
1 10 terms for coverage of services for serious mental
1 11 illnesses or substance abuse if similar limitations
1 12 are not imposed on the coverage benefits for services
1 13 for medical or surgical conditions."
1 14 #2. Page 1, by inserting after line 35 the
1 15 following:
1 16 "h. Panic disorder.
1 17 i. Paranoia and other psychotic disorders.
1 18 j. Eating disorders, including but not limited to
1 19 bulimia nervosa and anorexia nervosa.
1 20 3A. For purposes of this section, "substance
1 21 abuse" means a pattern of pathological use of alcohol
1 22 or a drug that causes impairment in social or
1 23 occupational functioning, or that produces
1 24 physiological dependency evidenced by physical
1 25 tolerance or by physical symptoms when the alcohol or
1 26 drug is withdrawn."
1 27 #3. Page 3, by inserting after line 11 the
1 28 following:
1 29 "7A. A group policy is exempt from this section
1 30 upon submitting to the commissioner evidence
1 31 demonstrating a premium increase for the policy term
1 32 in excess of three percent as a result of the
1 33 requirements of this section."
1 34 #4. Page 3, by inserting after line 15 the
1 35 following:
1 36 "9. This section is repealed effective July 1,
1 37 2003."
1 38 #5. Title page, line 2, by inserting after the
1 39 word "illness" the following: "and substance abuse".
