2 28 department shall adopt rules regarding development and
2 29 funding of accelerated career education program
2 30 capital projects. The rules shall provide for
2 31 prioritization of funding for those projects which do
2 32 all of the following:"

3 42 used by the governor, governor's staff, and department
3 43 of management in the state capitol building:

4 18 of pride. The department shall submit a report to the
4 19 general assembly regarding the operational and
4 20 maintenance aspects of the Iowa hall of pride."

5 17 "Sec. . NEW SECTION. 161C.7 WATERSHED
5 18 PROTECTION.
5 19 1. The department of agriculture and land
5 20 stewardship shall initiate and coordinate the
5 21 establishment of a watershed protection task force and
5 22 provide staffing assistance to the task force. It is
5 23 the intent of the general assembly that the task force
5 24 include representatives of the department of
5 25 agriculture and land stewardship, the department of
5 26 natural resources, the emergency management division
5 27 of the department of public defense, county
5 28 conservation boards, soil and water conservation
5 29 districts, and any other appropriate stakeholders.
5 30 The task force shall study the condition of watershed
5 31 protection in the state and provide recommendations to
5 32 the department of agriculture and land stewardship
5 33 regarding soil conservation, water quality protection,
5 34 flood control, and other natural resource conservation
5 35 issues. The task force shall submit recommendations
5 36 to the department by January 1 of each year through
5 37 January 1, 2001.
5 38 2. The department of agriculture and land
5 39 stewardship shall implement and administer a watershed
5 40 protection program. The department of agriculture and
5 41 land stewardship, in consultation with the department
5 42 of natural resources, shall annually establish a
5 43 prioritized list of watersheds that are of the highest
5 44 importance to the state's water quality. The
5 45 watershed protection program shall, to the extent
5 46 practical, target for assistance those watersheds on
5 47 the prioritized list. A soil and water conservation
5 48 district, in cooperation with state agencies, local
5 49 units of government, and private organizations, may
5 50 submit an application for assistance to the department
6 1 which provides a strategy for protecting soil, water
6 2 quality, and other natural resources, and improving
6 3 flood control in the watershed. Upon approval of an
6 4 application, the department may provide a grant to the
6 5 soil and water conservation district for purposes of
6 6 carrying out the strategy provided in the application.
6 7 3. A watershed protection account is created
6 8 within the water protection fund created in section
6 9 161C.4. Moneys credited to the account shall be
6 10 distributed under the watershed protection program.
6 11 4. Administrative rules used for water quality
6 12 protection projects under the water protection fund
6 13 shall be used to administer the watershed protection
6 14 program."
6 15 #41. Page 29, by inserting after line 10 the
6 16 following:
6 17 "Sec. . Section 414.1, Code 1999, is amended to
6 18 read as follows:
6 19 414.1 BUILDING RESTRICTIONS POWERS GRANTED.
6 20 1. For the purpose of promoting the health,
6 21 safety, morals, or the general welfare of the
6 22 community or for the purpose of preserving
6 23 historically significant areas of the community, any
6 24 city is hereby empowered to regulate and restrict the
6 25 height, number of stories, and size of buildings and
6 26 other structures, the percentage of lot that may be
6 27 occupied, the size of yards, courts, and other open
6 28 spaces, the density of population, and the location
6 29 and use of buildings, structures, and land for trade,
6 30 industry, residence, or other purposes.
6 31 2. The city of Des Moines may, for the purpose of
6 32 preserving the dominance of the dome of the state
6 33 capitol building and the view of the state capitol
6 34 building from prominent public viewing points,
6 35 regulate and restrict the height and size of buildings
6 36 and other structures in the city of Des Moines. Any
6 37 regulations pertaining to such matters shall be made
6 38 in accordance with a comprehensive plan and in
6 39 consultation with the capitol planning commission."
6 40 #42. Page 30, by inserting after line 9 the
6 41 following:
6 42 "Sec. . SCHOOL BUILDING FINANCING STUDY.
6 43 The legislative council is requested to establish an
6 44 interim study committee consisting of five members
6 45 from each house of the general assembly, representing
6 46 both political parties, to study the financing
6 47 mechanisms for K-12 school buildings, including
6 48 construction of, improvements to, and renovation of
6 49 such buildings. The committee should have seven
6 50 meeting days and may be authorized to conduct public
7 1 hearings across the state regarding the issues to be
7 2 studied by the committee. The committee should be
7 3 directed to submit its findings, together with any
7 4 recommendations, in a report to the general assembly
7 5 session which convenes in January 2000."
