  1  1    Amend the Committee amendment, H-1618, to Senate
  1  2 File 464, as amended, passed, and reprinted by the
  1  3 Senate, as follows:
  1  4    #1.  Page 27, by inserting before line 1 the
  1  5 following:
  1  6    "Sec. 125.  Section 422E.4, unnumbered paragraph 2,
  1  7 Code 1999, is amended to read as follows:
  1  8    A school district in which a local option sales tax
  1  9 for school infrastructure purposes has been imposed
  1 10 shall be authorized to enter into a chapter 28E
  1 11 agreement with one or more cities or a county whose
  1 12 boundaries encompass all or a part of the area of the
  1 13 school district.  A city or cities entering into a
  1 14 chapter 28E agreement shall be authorized to expend
  1 15 its designated portion of the local option sales and
  1 16 services tax revenues for any valid purpose permitted
  1 17 in this chapter or authorized by the governing body of
  1 18 the city.  A county entering into a chapter 28E
  1 19 agreement with a school district in which a local
  1 20 option sales tax for school infrastructure purposes
  1 21 has been imposed shall be authorized to expend its
  1 22 designated portion of the local option sales and
  1 23 services tax revenues to provide property tax relief
  1 24 within the boundaries of the school district located
  1 25 in the county.  A school district shall be authorized
  1 26 to enter into a chapter 28E agreement pursuant to this
  1 27 section only if the ballot proposition concerning
  1 28 imposition of the tax included entering into a chapter
  1 29 28E agreement as a potential use of the revenue."
  1 30    #2.  Page 27, by inserting after line 29 the
  1 31 following:
  1 32    "   .  Section 125 of this Act, amending section
  1 33 422E.4, being deemed of immediate importance, takes
  1 34 effect upon enactment and applies retroactively to
  1 35 July 1, 1998."
