1 3 #1. Page 2, by inserting after line 22 the
1 4 following:
1 5 " . If more than ten percent of an employer's
1 6 employees are non-English speaking and speak the same
1 7 non-English language, the center for new Iowans and
1 8 the workforce development centers established under
1 9 chapter 84B shall not refer a legal immigrant or
1 10 foreign national to that employer unless the employer
1 11 provides all of the following:
1 12 a. An interpreter available at the work site for
1 13 each shift during which non-English speaking employees
1 14 are employed. If a Spanish-speaking interpreter is
1 15 needed, the employer shall select an interpreter from
1 16 a list of interpreters developed by the department of
1 17 workforce development, drawn from the commission of
1 18 Latino affairs' statewide list of interpreters
1 19 qualified to serve Iowa courts and administrative
1 20 agencies.
1 21 b. A person employed by the employer whose primary
1 22 responsibility is to serve as a referral agent to
1 23 community services."
