  1  1    Amend Senate File 221, as passed by the Senate, as
  1  2 follows:
  1  3    #1.  Page 2, by inserting after line 34 the
  1  4 following:
  1  5    "Sec.    .  SELF-EMPLOYMENT LOAN PROGRAM –
  1  6 INDIVIDUAL DEVELOPMENT ACCOUNTS.  Notwithstanding
  1  7 section 15.241, for the period beginning July 1, 1999,
  1  8 and ending June 30, 2000, a portion of the funds
  1  9 available under the self-employment loan program
  1 10 account may be made available to provide matching
  1 11 funds for individual development accounts under
  1 12 chapter 541A.  Self-employment loan program funding
  1 13 allocated for individual development accounts shall be
  1 14 used by account holders to start a business, acquire
  1 15 employment-related training or postsecondary
  1 16 education, or purchase a primary residence.  The
  1 17 allocation of loan program funding to individual
  1 18 development account holders may be made in the form of
  1 19 loans or grants.  A majority of the loan program funds
  1 20 allocated for individual development accounts must be
  1 21 used to start a business or to acquire training.  The
  1 22 department of economic development shall adopt rules
  1 23 governing the administration of this provision.  In
  1 24 addition, the department of economic development and
  1 25 the department of human services shall coordinate the
  1 26 use of self-employment loan program funds for
  1 27 individual development accounts."
