  1  1    Amend House File 762 as follows:
  1  2    #1.  Page 2, line 25, by inserting after the word
  1  3 "regents." the following:  "Except for debt service,
  1  4 costs associated with leased Part III circuits, and
  1  5 maintenance costs, the Iowa telecommunications and
  1  6 technology commission shall develop and implement a
  1  7 long-term plan for establishing rates that will
  1  8 eliminate, by June 30, 2007, the need for
  1  9 legislatively appropriated funds to be used for
  1 10 subsidization of network costs for authorized users
  1 11 other than the network costs associated with video
  1 12 rates charged to public or nonpublic schools for
  1 13 grades kindergarten through twelve, private
  1 14 universities and colleges, community colleges, and
  1 15 institutions under the control of the state board of
  1 16 regents".
