  1  2    #1.  Page 1, by inserting after line 18, the
  1  3 following:
  1  4    "During the three-year period, a property owner in
  1  5 the annexed territory shall not be assessed or charged
  1  6 a fee related to provision of any municipal service
  1  7 until that service is extended to the territory by
  1  8 providing for hookup within a reasonable distance of
  1  9 the property owner."
