1 2 #1. Page 17, by striking lines 11 through 21, and
1 3 inserting the following:
1 4 "Sec. . Section 53.8, subsection 1, Code 1999,
1 5 is amended to read as follows:
1 6 1. Upon receipt of an application for an absentee
1 7 ballot and immediately after the absentee ballots are
1 8 printed, the commissioner shall mail an absentee
1 9 ballot to the applicant within twenty-four hours,
1 10 except as otherwise provided in subsection 3. The
1 11 absentee ballot shall be mailed to the applicant at
1 12 the permanent residence address listed on the
1 13 applicant's voter registration record or at a
1 14 temporary residence address provided by the voter on
1 15 the application. A post office box may be used if it
1 16 is leased by the voter or the voter's family. The
1 17 absentee ballot shall be enclosed in an unsealed
1 18 envelope bearing a serial number and affidavit. The
1 19 absentee ballot and unsealed envelope shall be
1 20 enclosed in or with a carrier envelope which bears the
1 21 same serial number as the unsealed envelope. The
1 22 absentee ballot, unsealed envelope, and carrier
1 23 envelope shall be enclosed in a third envelope to be
1 24 sent to the registered voter."
