1 1 Amend the amendment, H-1239, to House File 737, as

1 3 #1. By striking page 1, line 2, through page 2,
1 4 line 10, and inserting the following:

1 6 and inserting the following:
1 7 "Sec. . GAMBLING TREATMENT FUND DEPOSITS.
1 8 1. a. For the fiscal year beginning July 1, 1999,
1 9 and ending June 30, 2000, an amount of the tax revenue
1 10 received by the state racing and gaming commission
1 11 pursuant to section 99D.15, subsections 1, 3, and 4,
1 12 equal to four-tenths of one percent of the gross sum
1 13 wagered by the pari-mutuel method shall be deposited
1 14 into the gambling treatment fund in addition to the
1 15 other revenue deposited under law.
1 16 b. Notwithstanding section 99E.10, subsection 1,
1 17 paragraph "a", for the fiscal year beginning July 1,
1 18 1999, and ending June 30, 2000, the amount of gross
1 19 lottery revenue deposited in the gambling treatment
1 20 fund in the office of the treasurer of state pursuant
1 21 to section 99E.10, subsection 1, paragraph "a", shall
1 22 be increased from three-tenths of one percent of gross
1 23 lottery revenue to four-tenths of one percent of gross
1 24 lottery revenue.
1 25 c. Notwithstanding section 99F.11, subsection 3,
1 26 for the fiscal year beginning July 1, 1999, and ending
1 27 June 30, 2000, the amount of adjusted gross receipts
1 28 deposited into the gambling treatment fund pursuant to
1 29 section 99F.11, subsection 3, shall be increased from
1 30 three-tenths of one percent of adjusted gross receipts
1 31 to four-tenths of one percent of adjusted gross
1 32 receipts.
1 33 2. Amounts deposited into the gambling treatment
1 34 fund pursuant to this section in excess of three-
1 35 tenths of one percent of the gross sum wagered by the
1 36 pari-mutuel method pursuant to subsection 1, paragraph
1 37 "a", in excess of three-tenths of one percent of gross
1 38 lottery revenue pursuant to subsection 1, paragraph
1 39 "b", and in excess of three-tenths of one percent of
1 40 adjusted gross receipts pursuant to subsection 1,
1 41 paragraph "c", are appropriated as follows:
1 42 a. To the Iowa department of public health for the
1 43 establishment of an interpreter program within the
1 44 department:
1 45 .................................................. $ 250,000
1 46 b. To the department of human rights for the
1 47 displaced homemaker program:
1 48 .................................................. $ 60,000
1 49 Of the funds appropriated in this lettered
1 50 paragraph, $10,000 shall be utilized by the status of
2 1 women division of the department of human rights to
2 2 conduct a gender-based equity study.
2 3 c. To the department of human rights to be
2 4 utilized by the Latino affairs division:

2 6 d. To the department of human rights to be
2 7 utilized by the status of African-Americans division:
2 8 .................................................. $ 30,000
2 9 e. To the department of management for allocation
2 10 to the seven federally funded independent living
2 11 centers in Iowa in equal amounts:

2 13 f. To the department of human rights for deposit
2 14 in the community grant fund established in section
2 15 232.190:
2 16 .................................................. $ 100,000
2 17 g. To the department of elder affairs for
2 18 expansion of Alzheimer's support:

2 20 h. To the commission of veterans affairs:
2 21 .................................................. $ 25,000
2 22 i. To the Iowa department of public health for the
2 23 public health nursing program:
2 24 .................................................. $ 175,000
2 25 Amounts which remain after the appropriations in
2 26 the above lettered paragraphs are appropriated, in
2 27 addition to the appropriation in paragraph "i", to the
2 28 Iowa department of public health for the public health
2 29 nursing program. If the amounts deposited into the
2 30 gambling treatment fund and appropriated pursuant to
2 31 this section are insufficient for full funding of the
2 32 appropriations, the appropriations shall be prorated
2 33 proportionately.""
