  1  1    Amend House File 698 as follows:
  1  2    #1.  Page 17, by striking lines 11 through 21.
  1  3    #2.  Page 18, by inserting after line 25 the
  1  4 following:
  1  5    "Sec.    .  Section 53.17, subsection 2, Code 1999,
  1  6 is amended to read as follows:
  1  7    2.  The sealed carrier envelope may be mailed to
  1  8 the commissioner.  The carrier envelope shall indicate
  1  9 that greater postage than ordinary first class mail
  1 10 may be required.  The commissioner shall pay any
  1 11 insufficient postage due on a carrier envelope bearing
  1 12 ordinary first class postage and accept the ballot.
  1 13 The sealed carrier envelope shall be mailed directly
  1 14 from the voter to the commissioner and shall not be
  1 15 mailed to a third party for delivery, in person or by
  1 16 mail, to the commissioner."
  1 17    #3.  By renumbering as necessary.
