  1  1    Amend House File 740 as follows:
  1  2    #1.  By striking page 128, line 34, through page
  1  3 129, line 3, and inserting the following:  "impact of
  1  4 such workforce reduction on its employees.  At a
  1  5 minimum, such plan shall include all of the following:
  1  6    a.  Tuition reimbursement at any college,
  1  7 vocational or technical school, or other similar
  1  8 program in this state attended by the employee within
  1  9 two years of the employee's severance, up to a total
  1 10 of three thousand dollars.
  1 11    b.  Continuation of health or medical insurance
  1 12 coverage at existing coverage and contribution levels
  1 13 for the employee and eligible family members for a
  1 14 period of eighteen months or until the employee
  1 15 obtains health care coverage under another employee
  1 16 health care coverage plan, whichever period is
  1 17 shorter.
  1 18    c.  When appropriate, an early retirement program
  1 19 may be offered to those employees affected by loss of
  1 20 employment.  Such program shall provide supplemental
  1 21 payments of at least seven hundred twenty dollars per
  1 22 month and continued health care coverage at applicable
  1 23 rates in effect for active employees until age sixty-
  1 24 two.
  1 25    d.  Lump sum severance payments based on years of
  1 26 service and rates of pay in effect on the date of
  1 27 separation.  Such payments shall be at least ten
  1 28 percent of the employee's base pay for employees with
  1 29 one through five years of service; fifty percent of
  1 30 base pay for employees with six through ten years of
  1 31 service; and seventy-five percent of base pay for
  1 32 employees with eleven or more years of service.
  1 33    e.  Subject to applicable federal or state law,
  1 34 such plan shall provide that affected employees
  1 35 receive a preference in employment selection for work
  1 36 the employee is qualified to perform.
  1 37    For the purpose of this section, the term "electric
  1 38 utility" means the electric delivery service
  1 39 operations in Iowa and the electric generating
  1 40 operations and units located in Iowa of incumbent
  1 41 providers other than consumer-owned utilities."
