1 8 "Sec. . STUDENT ASSISTANCE PROGRAMS. There is
1 9 appropriated from the general fund of the state to the
1 10 department of education for the fiscal year beginning
1 11 July 1, 1999, and ending June 30, 2000, the following
1 12 amount, or so much thereof as is necessary, to be used
1 13 for the purposes designated:
1 14 For implementing pilot student assistance programs,
1 15 including salaries for substance abuse prevention
1 16 specialist positions:

1 18 The department of education shall provide for the
1 19 evaluation of programs and shall establish criteria
1 20 for a consortium of at least five school districts in
1 21 collaboration with an area education agency to apply
1 22 for and for participating school districts to receive
1 23 moneys from the department for assistance in
1 24 implementing a pilot student assistance program.
1 25 Of the moneys appropriated in this section, not
1 26 more than $50,000 shall be used to evaluate student
1 27 assistance programs.
1 28 The department of education shall establish
1 29 requirements governing the implementation by a
1 30 consortium of a student assistance program designed to
1 31 prevent drug and alcohol abuse by children in grades
1 32 kindergarten through twelve. Each consortium seeking
1 33 to implement the program shall provide that
1 34 participating school districts establish a substance
1 35 abuse prevention specialist position. The specialist
1 36 shall be responsible for implementing the program in
1 37 the school district, including the development of
1 38 student assistance teams.
1 39 The purpose of a student assistance team is to
1 40 provide a means of identifying students' academic and
1 41 social at-risk behaviors as early as possible and to
1 42 remediate the behaviors. Remediation approaches may
1 43 include but are not limited to linking students with
1 44 adult or student mentors, tutoring, reading recovery
1 45 programming, developing appropriate curriculum,
1 46 promoting activities to build social skills, fostering
1 47 parental involvement, and encouraging appropriate
1 48 community activities. A student assistance team may
1 49 include school faculty, administrators, other school
1 50 staff, juvenile court officers, parents, and other
2 1 volunteers."
