  1  1    Amend House File 200 as follows:
  1  2    #1.  Page 1, by inserting before line 1 the
  1  3 following:
  1  4    "Section 1.  Section 321.34, subsection 3, Code
  1  5 1999, is amended to read as follows:
  1  6    3.  RADIO OPERATORS PLATES.  The owner of an
  1  7 automobile, light delivery truck, panel delivery
  1  8 truck, motorcycle, trailer, or pickup who holds an
  1  9 amateur radio license issued by the federal
  1 10 communications commission may, upon written
  1 11 application to the county treasurer accompanied by a
  1 12 fee of five dollars, order special registration plates
  1 13 bearing the call letters authorized the radio station
  1 14 covered by the person's amateur radio license.  When
  1 15 received by the county treasurer, such special
  1 16 registration plates shall be issued to the applicant
  1 17 in exchange for the registration plates previously
  1 18 issued to the person.  Not more than one set of
  1 19 special registration plates may be issued to an
  1 20 applicant.  Said fee shall be in addition to and not
  1 21 in lieu of the fee for regular registration plates.
  1 22 Special registration plates must be surrendered upon
  1 23 expiration of the owner's amateur radio license and
  1 24 the owner shall thereupon be entitled to the owner's
  1 25 regular registration plates.  The county treasurer
  1 26 shall validate special plates in the same manner as
  1 27 regular registration plates, upon payment of five
  1 28 dollars in addition to the regular annual registration
  1 29 fee.
  1 30    Sec. 2.  Section 321.34, subsection 8, unnumbered
  1 31 paragraph 1, Code 1999, is amended to read as follows:
  1 32    The owner of a motor vehicle subject to
  1 33 registration under section 321.109, subsection 1,
  1 34 light delivery truck, panel delivery truck,
  1 35 motorcycle, trailer, or pickup who has been awarded
  1 36 the congressional medal of honor may, upon written
  1 37 application to the department, order special
  1 38 registration plates which shall be red, white, and
  1 39 blue in color and shall bear an emblem of the
  1 40 congressional medal of honor and an identifying
  1 41 number.  Each applicant applying for special
  1 42 registration plates under this subsection may purchase
  1 43 only one set of registration plates under this
  1 44 subsection.  The application is subject to approval by
  1 45 the department and the special registration plates
  1 46 shall be issued to the applicant in exchange for the
  1 47 registration plates previously issued to the person.
  1 48 The special plates are subject to an annual
  1 49 registration fee of fifteen dollars.  The department
  1 50 shall validate the special plates in the same manner
  2  1 as regular registration plates are validated under
  2  2 this section.  The department shall not issue special
  2  3 registration plates until service organizations in the
  2  4 state have furnished the department either the special
  2  5 dies or the cost of the special dies necessary for the
  2  6 manufacture of the special registration plate.
  2  7    Sec. 3.  Section 321.34, subsection 8A, unnumbered
  2  8 paragraph 1, Code 1999, is amended to read as follows:
  2  9    The owner of a motor vehicle subject to
  2 10 registration under section 321.109, subsection 1,
  2 11 light delivery truck, panel delivery truck,
  2 12 motorcycle, trailer, or pickup who was a prisoner of
  2 13 war during the Second World War at any time between
  2 14 December 7, 1941, and December 31, 1946, the Korean
  2 15 Conflict at any time between June 25, 1950, and
  2 16 January 31, 1955, or the Vietnam Conflict at any time
  2 17 between August 5, 1964, and June 30, 1973, all dates
  2 18 inclusive, may, upon written application to the
  2 19 department, order only one set of special registration
  2 20 plates with an ex-prisoner of war processed emblem.
  2 21 The emblem shall be designed by the department in
  2 22 cooperation with the adjutant general and shall
  2 23 signify that the owner was a prisoner of war as
  2 24 described in this subsection.  The application is
  2 25 subject to approval by the department, in consultation
  2 26 with the adjutant general.  The special plates shall
  2 27 be issued at no charge and are subject to an annual
  2 28 registration fee of fifteen dollars.  The county
  2 29 treasurer shall validate the special plates in the
  2 30 same manner as regular registration plates are
  2 31 validated under this section.
  2 32    Sec. 4.  Section 321.34, subsections 10 and 10A,
  2 33 Code 1999, are amended to read as follows:
  2 34    10.  FIRE FIGHTER PLATES.  The owner of a motor
  2 35 vehicle subject to registration pursuant to section
  2 36 321.109, subsection 1, light delivery truck, panel
  2 37 delivery truck, pickup, motor home, multipurpose
  2 38 vehicle, motorcycle, trailer, or travel trailer who is
  2 39 a current or former member of a paid or volunteer fire
  2 40 department, may upon written application to the
  2 41 department, order special registration plates,
  2 42 designed by the department in cooperation with
  2 43 representatives designated by the Iowa fire fighters'
  2 44 associations, which plates signify that the applicant
  2 45 is a current or former member of a paid or volunteer
  2 46 fire department.  The application shall be approved by
  2 47 the department, in consultation with representatives
  2 48 designated by the Iowa fire fighters' associations,
  2 49 and the special registration plates shall be issued to
  2 50 the applicant in exchange for the registration plates
  3  1 previously issued to the person.  The fee for the
  3  2 special plates shall be twenty-five dollars which
  3  3 shall be in addition to the regular annual
  3  4 registration fee.  The department shall validate the
  3  5 special plates in the same manner as regular
  3  6 registration plates are validated under this section
  3  7 at the regular annual registration fee.
  3  8    10A.  EMERGENCY MEDICAL SERVICES PLATES.  The owner
  3  9 of a motor vehicle subject to registration pursuant to
  3 10 section 321.109, subsection 1, light delivery truck,
  3 11 panel delivery truck, pickup, motor home, multipurpose
  3 12 vehicle, motorcycle, trailer, or travel trailer who is
  3 13 a current member of a paid or volunteer emergency
  3 14 medical services agency may, upon written application
  3 15 to the department, order special registration plates,
  3 16 designed by the department in cooperation with
  3 17 representatives designated by the Iowa emergency
  3 18 medical services association, which plates signify
  3 19 that the applicant is a current member of a paid or
  3 20 volunteer emergency medical services agency.  The
  3 21 application shall be approved by the department, in
  3 22 consultation with representatives designated by the
  3 23 Iowa emergency medical services association, and the
  3 24 special registration plates shall be issued to the
  3 25 applicant in exchange for the registration plates
  3 26 previously issued to the person.  The fee for the
  3 27 special plates shall be twenty-five dollars which
  3 28 shall be in addition to the regular annual
  3 29 registration fee.  The department shall validate the
  3 30 special plates in the same manner as regular
  3 31 registration plates are validated under this section
  3 32 at the regular annual registration fee.
  3 33    Sec. 5.  Section 321.34, subsection 11, paragraph
  3 34 a, Code 1999, is amended to read as follows:
  3 35    a.  Upon application and payment of the proper
  3 36 fees, the director may issue natural resources plates
  3 37 to the owner of a motor vehicle subject to
  3 38 registration under section 321.109, subsection 1,
  3 39 light delivery truck, panel delivery truck, pickup,
  3 40 motor home, multipurpose vehicle, motorcycle, trailer,
  3 41 or travel trailer.
  3 42    Sec. 6.  Section 321.34, subsection 11A, paragraph
  3 43 a, Code 1999, is amended to read as follows:
  3 44    a.  Upon application and payment of the proper
  3 45 fees, the director may issue "love our kids" plates to
  3 46 the owner of a motor vehicle subject to registration
  3 47 under section 321.109, subsection 1, light delivery
  3 48 truck, panel delivery truck, pickup, motor home,
  3 49 multipurpose vehicle, motorcycle, trailer, or travel
  3 50 trailer."
  4  1    #2.  Page 1, by inserting after line 8, the
  4  2 following:
  4  3    "Sec. __.  Section 321.34, subsection 12, paragraph
  4  4 a, Code 1999, is amended to read as follows:
  4  5    a.  The owner of a motor vehicle subject to
  4  6 registration pursuant to section 321.109, subsection
  4  7 1, light delivery truck, panel delivery truck, pickup,
  4  8 motor home, multipurpose vehicle, motorcycle, trailer,
  4  9 or travel trailer may, upon written application to the
  4 10 department, order special registration plates with a
  4 11 distinguishing processed emblem as authorized by this
  4 12 section or as approved by the department.  The fee for
  4 13 the issuance of special registration plates is twenty-
  4 14 five dollars for each vehicle, unless otherwise
  4 15 provided by this section, which fee is in addition to
  4 16 the regular annual registration fee.  The county
  4 17 treasurer shall validate special registration plates
  4 18 with a distinguishing processed emblem in the same
  4 19 manner as regular registration plates, upon payment of
  4 20 five dollars in addition to the regular annual
  4 21 registration fee.
  4 22    Sec. __.  Section 321.34, subsection 12, is amended
  4 23 by adding the following new paragraph:
  4 24    NEW PARAGRAPH.  d.  A special registration plate
  4 25 issued for a motorcycle or motorized bicycle under
  4 26 this section shall be designated in the manner
  4 27 provided for personalized registration plates under
  4 28 subsection 5, paragraph "a"."
  4 29    #3.  Title page, line 1, by striking the words
  4 30 "motorcycle rider education" and inserting the
  4 31 following:  "special registration".
  4 32    #4.  By renumbering as necessary.
