  1  1    Section 1.  Section 18.12, subsection 8, paragraph a, Code
  1  2 1997, is amended to read as follows:
  1  3    a.  The director may dispose of unfit or unnecessary
  1  4 personal property by sale.  Proceeds from the sale of personal
  1  5 property shall be deposited in the general fund of the state.
  1  6 However, in lieu of depositing in the general fund of the
  1  7 state, the director may deposit the receipts from the sale of
  1  8 personal property located on the state capitol complex, except
  1  9 receipts from the sale of motor vehicles or printing
  1 10 equipment, in the art restoration and preservation revolving
  1 11 fund created in section 18.16B.
  1 12    Sec. 2.  NEW SECTION.  18.16A  TELECOMMUNICATIONS AND
  1 13 ELECTRIC CABLING REVOLVING FUND.
  1 14    A telecommunications and electric cabling revolving fund is
  1 15 created in the state treasury.  The revolving fund shall be
  1 16 administered by the department and shall consist of moneys
  1 17 appropriated by the general assembly and any other moneys
  1 18 obtained or accepted by the department for deposit in the
  1 19 revolving fund.  The proceeds of the revolving fund shall be
  1 20 used by the department for purposes as may be necessary to
  1 21 provide for appropriate telecommunications and electric
  1 22 cabling, planning cabling layouts, and locating, relocating,
  1 23 installing, or removing telecommunications and electric cable
  1 24 including peripheral equipment on the state capitol complex.
  1 25 Section 8.33 does not apply to any moneys in the revolving
  1 26 fund and, notwithstanding section 12C.7, subsection 2,
  1 27 earnings or interest on moneys deposited in the revolving fund
  1 28 shall be credited to the revolving fund.
  1 29    Sec. 3.  NEW SECTION.  18.16B  ART RESTORATION AND
  1 30 PRESERVATION REVOLVING FUND.
  1 31    An art restoration and preservation revolving fund is
  1 32 created in the state treasury.  The revolving fund shall be
  1 33 administered by the department and shall consist of any moneys
  1 34 appropriated by the general assembly, the receipts from the
  1 35 sale of certain personal property located on the state capitol
  2  1 complex, and any other moneys obtained or accepted by the
  2  2 department for deposit in the revolving fund.  The proceeds of
  2  3 the revolving fund shall be used as determined by the
  2  4 department for the restoration, preservation, rehabilitation,
  2  5 or enhancement of art and artifacts of historical or cultural
  2  6 significance or artistic value located in public areas of the
  2  7 state capitol building.  Section 8.33 does not apply to any
  2  8 moneys in the revolving fund and, notwithstanding section
  2  9 12C.7, subsection 2, earnings or interest on moneys deposited
  2 10 in the revolving fund shall be credited to the revolving fund.  
  2 11                           EXPLANATION
  2 12    This bill creates two new revolving funds under the
  2 13 administration of the department of general services.
  2 14    The first revolving fund is a telecommunications and
  2 15 electric cabling revolving fund to be used by the department
  2 16 to provide for appropriate telecommunications and cabling,
  2 17 planning cabling layouts, and locating, relocating,
  2 18 installing, or removing telecommunications and electric cable
  2 19 including peripheral equipment on the state capitol complex.
  2 20 The proceeds of the revolving fund include appropriations from
  2 21 the general assembly and any other moneys obtained or
  2 22 available to the department to carry out the purposes of the
  2 23 revolving fund.
  2 24    The second revolving fund is an art restoration and
  2 25 preservation revolving fund to be used by the department of
  2 26 general services to provide for the restoration, preservation,
  2 27 rehabilitation, or enhancement of art and artifacts of
  2 28 historical or cultural significance or artistic value located
  2 29 in the public areas of the state capitol building.  The
  2 30 revolving fund shall consist of appropriations by the general
  2 31 assembly, proceeds from the sale of personal property, except
  2 32 motor vehicles and printing equipment located on the state
  2 33 capitol complex, and other moneys obtained by the department
  2 34 for restoration and preservation purposes.
