1 1 Section 1. Section 542B.14, subsection 1, paragraph a,
1 2 Code 1997, is amended by adding the following new
1 3 subparagraph:
1 4 NEW SUBPARAGRAPH. (4) For applicants who obtained an
1 5 associate of science degree or a more advanced degree between
1 6 July 1, 1983, and June 30, 1988, in lieu of compliance with
1 7 subparagraph (1), the board shall only require compliance with
1 8 the provisions of subparagraph (3) with regard to areas of
1 9 study and practical experience. Applicants qualifying under
1 10 this subparagraph must meet the requirements of paragraph "b",
1 11 by June 30, 2001.
1 12 EXPLANATION
1 13 This bill relates to the requirements for licensure as a
1 14 professional engineer pursuant to Code section 542B.14,
1 15 subsection 1. Beginning July 1, 1988, pursuant to Code
1 16 section 542B.14, subsection 1, paragraph "a", subparagraph
1 17 (1), an applicant, in order to take an examination in
1 18 fundamental engineering subjects, must have graduated from a
1 19 four-year course in engineering. Previously, an applicant
1 20 could qualify for the examination if the individual had
1 21 completed a two-year course in engineering and had six years
1 22 of practical experience. Pursuant to paragraph "a",
1 23 subparagraph (3), however, applicants were given a "window"
1 24 period, until June 30, 1991, during which they could continue
1 25 to qualify for the examination with a two-year degree and six
1 26 years of experience. Individuals who had graduated from a
1 27 two-year program prior to the law change, and embarked on a
1 28 six-year period of practical experience, but had not completed
1 29 the six years by June 30, 1991, were left unable to qualify
1 30 for the examination after the law change. The bill addresses
1 31 this by providing that individuals obtaining a two-year degree
1 32 between July 1, 1983, and June 30, 1988, will be able to
1 33 qualify for the examination based on the two-year degree and
1 34 six-years of experience requirements of subparagraph (3). The
1 35 bill provides that an applicant to whom the bill applies has
2 1 until June 30, 2001, to complete testing pursuant to Code
2 2 section 542B.14, subsection 1, paragraph "b".
