  1  1    Section 1.  Section 47.7, subsections 1 and 2, Code
  1  2 Supplement 1997, are amended to read as follows:
  1  3    1.  The senior administrator of data processing services in
  1  4 the department of general services state commissioner of
  1  5 elections is designated the state registrar of voters, and
  1  6 shall regulate the preparation, preservation, and maintenance
  1  7 of voter registration records, the preparation of precinct
  1  8 election registers for all elections administered by the
  1  9 commissioner of any county, and the preparation of other data
  1 10 on voter registration and participation in elections which is
  1 11 requested and purchased at actual cost of preparation and
  1 12 production by a political party or any resident of this state.
  1 13 The registrar shall maintain a log, which is a public record,
  1 14 showing all lists and reports which have been requested or
  1 15 generated or which are capable of being generated by existing
  1 16 programs of the data processing services in the department of
  1 17 general services of the registrar.  In the execution of the
  1 18 duties provided by this chapter, the state registrar of voters
  1 19 and the state commissioner of elections shall provide the
  1 20 maximum public access to the electoral process permitted by
  1 21 law.
  1 22    2.  The registrar shall offer to each county in the state
  1 23 the opportunity to arrange for performance of all functions
  1 24 referred to in subsection 1 by the data processing facilities
  1 25 of the department of general services registrar, commencing at
  1 26 the earliest practicable time, at a cost to the county
  1 27 determined in accordance with the standard charges for those
  1 28 services adopted annually by the registration commission.  A
  1 29 county may accept this offer without taking bids under section
  1 30 47.5.
  1 31    Sec. 2.  Section 47.8, subsection 1, unnumbered paragraph
  1 32 1, Code 1997, is amended to read as follows:
  1 33    A state voter registration commission is established which
  1 34 shall meet at least quarterly to make and review policy, adopt
  1 35 rules, and establish procedures to be followed by the
  2  1 registrar in discharging the duties of that office for voter
  2  2 registration, and to promote interagency cooperation and
  2  3 planning.  The commission shall consist of the state
  2  4 commissioner of elections or the state commissioner's
  2  5 designee, the state chairpersons of the two political parties
  2  6 whose candidates for president of the United States or
  2  7 governor, as the case may be, received the greatest and next
  2  8 greatest number of votes in the most recent general election,
  2  9 or their respective designees, and a county commissioner of
  2 10 registration appointed by the president of the Iowa state
  2 11 association of county auditors, or an employee of the
  2 12 commissioner.  The commission membership shall be balanced by
  2 13 political party affiliation pursuant to section 69.16.
  2 14 Members shall serve without additional salary or
  2 15 reimbursement.  
  2 16                           EXPLANATION
  2 17    This bill moves the responsibility for voter registration
  2 18 from the department of general services to the office of
  2 19 secretary of state and designates the state commissioner of
  2 20 elections as the state registrar of voters.  Previously, the
  2 21 state registrar of voters had been the senior administrator of
  2 22 data processing services in the department of general
  2 23 services.
