  1  1    Section 1.  Section 315.3, subsection 3, Code 1997, is
  1  2 amended to read as follows:
  1  3    3.  The state transportation commission may authorize the
  1  4 temporary transfer of funds between the department's share of
  1  5 from the RISE fund under section 315.4 and to the primary road
  1  6 fund in an amount not to exceed forty million dollars at one
  1  7 time.  Transferred funds shall be repaid not later than July
  1  8 1, 1993 to the RISE fund within three months of transfer.  The
  1  9 commission shall manage the RISE fund to ensure that funds
  1 10 will be available to meet contract obligations on approved
  1 11 RISE projects.
  1 12    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1 13 immediate importance, takes effect upon enactment.  
  1 14                           EXPLANATION
  1 15    This bill authorizes the state transportation commission to
  1 16 temporarily transfer moneys from the revitalize Iowa's sound
  1 17 economy (RISE) fund to the primary road fund.  Moneys must be
  1 18 repaid to the RISE fund within three months of any transfer.
  1 19 The commission must ensure that moneys will be available to
  1 20 meet contract obligations on approved RISE projects.
  1 21    The bill takes effect upon enactment.
