PAG LIN 1 1 DIVISION I 1 2 Section 1. DEPARTMENT OF GENERAL SERVICES. There is 1 3 appropriated from the general fund of the state to the 1 4 department of general services for the fiscal year beginning 1 5 July 1, 1996, and ending June 30, 1997, to supplement the 1 6 appropriations made in 1996 Iowa Acts, chapter 1211, section 1 7 5, subsections 6, the following amount, or so much thereof as 1 8 is necessary, to be used for the purpose designated: 1 9 For utility costs: 1 10 .................................................. $ 234,591 1 11 Sec. 2. DEPARTMENT OF GENERAL SERVICES CENTURY DATE 1 12 CHANGE. There is appropriated from the general fund of the 1 13 state to the department of general services for the fiscal 1 14 year beginning July 1, 1997, and ending June 30, 1998, the 1 15 following amounts, or so much thereof as is necessary, to be 1 16 used for the purposes designated: 1 17 1. For state acquisition of new information technology 1 18 hardware and software which already includes the century date 1 19 change programming and which achieves additional purposes in 1 20 replacing state hardware and software for which the century 1 21 date change programming is required: 1 22 .................................................. $ 2,500,000 1 23 Moneys appropriated in this subsection shall be used for 1 24 the purpose designated and notwithstanding section 8.39 are 1 25 not subject to transfer or use for any other purpose. 1 26 2. For the costs of century date change programming in 1 27 existing state information technology software when state 1 28 acquisition of new information technology hardware and 1 29 software which already includes the century date change 1 30 programming and which achieves additional purposes to 1 31 incorporate the century date change, is not cost effective: 1 32 .................................................. $ 2,500,000 1 33 Moneys appropriated in this subsection shall be used for 1 34 the purpose designated and notwithstanding section 8.39 are 1 35 not subject to transfer or use except for the purposes of 2 1 additional acquisitions under subsection 1. 2 2 Notwithstanding section 8.33, moneys appropriated in this 2 3 section which remain unexpended or unencumbered at the close 2 4 of the fiscal year shall not revert to the general fund of the 2 5 state but shall remain available to be used for the purposes 2 6 designated until the close of the fiscal year beginning July 2 7 1, 1999. 2 8 Sec. 3. SOCIAL SERVICES BLOCK GRANT APPROPRIATION. 2 9 There is appropriated from the general fund of the state to 2 10 the department of human services for the fiscal year beginning 2 11 July 1, 1996, and ending June 30, 1997, to supplement the 2 12 appropriation and allocation made in 1996 Iowa Acts, chapter 2 13 1210, section 10, subsection 3, paragraph "g", the following 2 14 amount, or so much thereof as is necessary, to be used for the 2 15 purpose designated: 2 16 For MH/MR/DD/BI community service (local purchase) to be 2 17 distributed and used in accordance with 1996 Iowa Acts, 2 18 chapter 1213, section 19, subsection 6: 2 19 .................................................. $ 194,057 2 20 Sec. 4. SOCIAL SERVICES BLOCK GRANT TRANSFER. It is 2 21 the intent of the general assembly that the department of 2 22 human services transfer not more than $2,186,995 from the 2 23 appropriation to the department in 1996 Iowa Acts, chapter 2 24 1213, section 3, for the fiscal year beginning July 1, 1996, 2 25 and ending June 30, 1997, to supplement the federal social 2 26 services block grant appropriation in 1996 Iowa Acts, chapter 2 27 1210, section 10, for distribution among the allocations in 2 28 that block grant appropriation as follows: 2 29 a. General administration: 2 30 .................................................. $ 309,399 2 31 b. Field operations: 2 32 .................................................. $ 1,617,370 2 33 c. Volunteers: 3 3 .................................................. $ 3,912 3 4 Sec. 5. DEPARTMENT OF INSPECTIONS AND APPEALS. There is 3 5 appropriated from the general fund of the state to the 3 6 department of inspections and appeals for the fiscal year 3 7 beginning July 1, 1996, and ending June 30, 1997, to 3 8 supplement the appropriations made in 1996 Iowa Acts, chapter 3 9 1211, section 9, the following amount, or so much thereof as 3 10 is necessary, to be used for the purpose designated: 3 11 For regulation of pari-mutuel racetrack operations: 3 12 .................................................. $ 98,695 3 13 Sec. 6. DEPARTMENT OF NATURAL RESOURCES BROWNFIELDS. 3 14 There is appropriated from the general fund of the state to 3 15 the department of natural resources for the fiscal year 3 16 beginning July 1, 1996, and ending June 30, 1997, the 3 17 following amount, or so much thereof as is necessary, to be 3 18 used for the purpose designated: 3 19 For support of the land recycling program and the technical 3 20 advisory committee established in 1997 Iowa Acts, Senate File 3 21 528, if enacted by the Seventy-seventh General Assembly, 1997 3 22 Session: 3 23 .................................................. $ 65,000 3 24 Moneys appropriated in this section which remain unexpended 3 25 or unencumbered at the close of the fiscal year shall not 3 26 revert to the general fund of the state but shall remain 3 27 available for expenditure in the succeeding fiscal year. 3 28 Sec. 7. DEPARTMENT OF PUBLIC SAFETY. There is 3 29 appropriated from the general fund of the state to the 3 30 department of public safety for the fiscal year beginning July 3 31 1, 1996, and ending June 30, 1997, to supplement the 3 32 appropriations made in 1996 Iowa Acts, chapter 1216, section 3 33 21, the following amount, or so much thereof as is necessary, 3 34 to be used for the purpose designated: 3 35 For riverboat enforcement due to expanded operational 4 1 hours: 4 2 .................................................. $ 71,114 4 3 Sec. 8. STATE BOARD OF REGENTS. There is appropriated 4 4 from the general fund of the state to the state board of 4 5 regents for the fiscal year beginning July 1, 1996, and ending 4 6 June 30, 1997, to supplement the appropriations made in 1996 4 7 Iowa Acts, chapter 1215, section 12, the following amount, or 4 8 so much thereof as is necessary, to be used for the purpose 4 9 designated: 4 10 For salaries: 4 11 .................................................. $ 2,325,940 4 12 DIVISION II 4 13 Sec. 9. EXCESS LOTTERY REVENUES FY 1994-1995. Of the 4 14 lottery revenues received during the fiscal year beginning 4 15 July 1, 1994, which remain in the lottery fund following 4 16 transfers made pursuant to 1995 Iowa Acts, chapter 220, 4 17 section 16, and 1996 Iowa Acts, chapter 1219, section 14, the 4 18 following amounts are appropriated, on the condition that each 4 19 appropriation made in this section is contingent on all other 4 20 appropriations made in this section and that any veto of a 4 21 single appropriation in this section shall constitute a veto 4 22 of all appropriations in this section, for use during the 4 23 fiscal year beginning July 1, 1996, and ending June 30, 1997, 4 24 to be used for the purposes designated: 4 25 1. To the state board of regents for Iowa state university 4 26 of science and technology for support of Iowa's participation 4 27 in the funding of the world food prize: 4 28 .................................................. $ 300,000 4 29 2. To the department of cultural affairs for a grant to be 4 30 combined with local match funding of two dollars for every one 4 31 state dollar to be used for costs associated with 4 32 establishment of the Iowa fire fighters memorial: 4 33 .................................................. $ 50,000 4 34 3. To the department of general services for construction 4 35 of a world war II veterans memorial: 5 1 .................................................. $ 50,000 5 2 4. To the state board of regents for Iowa state university 5 3 of science and technology for support of an agriculture 2000 5 4 conference: 5 5 .................................................. $ 100,000 5 6 5. To the department of education for purposes of the 5 7 educational excellence commission: 5 8 .................................................. $ 250,000 5 9 6. To the department of commerce for the insurance 5 10 division for the community health management information 5 11 system: 5 12 .................................................. $ 300,000 5 13 7. To the department of human rights for the division of 5 14 criminal and juvenile justice planning, to be used for a grant 5 15 to a nonprofit agency located in the largest city in the state 5 16 for a juvenile crime and gang prevention pilot project to 5 17 develop, in part, evaluative criteria to gauge the success and 5 18 performance of programs and policies for preventing juvenile 5 19 crime or gang membership: 5 20 .................................................. $ 75,000 5 21 Notwithstanding section 8.33, unless otherwise provided in 5 22 this section, moneys appropriated in this section which remain 5 23 unobligated or unexpended for the purpose designated shall 5 24 revert at the close of the fiscal year beginning July 1, 1997, 5 25 and ending June 30, 1998. 5 26 Sec. 10. EFFECTIVE DATE. This Act, being deemed of 5 27 immediate importance, takes effect upon enactment. 5 28 EXPLANATION 5 29 The bill makes supplemental appropriations for the 1996- 5 30 1997 fiscal year from the state general fund to the 5 31 departments of general services, human services, inspections 5 32 and appeals, natural resources, and public safety, and to the 5 33 state board of regents. The bill also makes supplemental 5 34 appropriations for the 1996-1997 fiscal year from remaining 5 35 lottery revenues from the 1994-1995 fiscal year to the 6 1 departments of cultural affairs, general services, human 6 2 rights, commerce, and education, and to the state board of 6 3 regents. The bill includes language stating that the 6 4 appropriations of the lottery revenues are contingent on each 6 5 other and that a veto of any provision of that section 6 6 constitutes a veto of the entire section. 6 7 The bill takes effect upon enactment. 6 8 LSB 2769SC 77 6 9 jp/cf/24
