  1  1                           DIVISION I
  1  2    Section 1.  DEPARTMENT OF GENERAL SERVICES.  There is
  1  3 appropriated from the general fund of the state to the
  1  4 department of general services for the fiscal year beginning
  1  5 July 1, 1996, and ending June 30, 1997, to supplement the
  1  6 appropriations made in 1996 Iowa Acts, chapter 1211, section
  1  7 5, subsections 6, the following amount, or so much thereof as
  1  8 is necessary, to be used for the purpose designated:
  1  9    For utility costs:  
  1 10 .................................................. $    234,591
  1 11    Sec. 2.  DEPARTMENT OF HUMAN RIGHTS.  There is appropriated
  1 12 from the general fund of the state to the division of criminal
  1 13 and juvenile justice planning of the department of human
  1 14 rights for the fiscal year beginning July 1, 1996, and ending
  1 15 June 30, 1997, to supplement the appropriation made in 1996
  1 16 Iowa Acts, chapter 1212, section 6, subsection 8, the
  1 17 following amount, or so much thereof as is necessary, to be
  1 18 used for the purpose designated:
  1 19    For a grant to a nonprofit agency located in the largest
  1 20 city in the state for a juvenile crime and gang prevention
  1 21 pilot project to develop, in part, evaluative criteria to
  1 22 gauge the success and performance of programs and policies for
  1 23 preventing juvenile crime or gang membership:  
  1 24 .................................................. $     75,000
  1 25    Notwithstanding section 8.33, unencumbered or unobligated
  1 26 funds remaining on June 30, 1997, from funds appropriated in
  1 27 this subsection, shall not revert to the general fund of the
  1 28 state, but shall be used in the following fiscal year for the
  1 29 purpose provided for in this section.
  1 30    Sec. 3.  DEPARTMENT OF INSPECTIONS AND APPEALS.  There is
  1 31 appropriated from the general fund of the state to the
  1 32 department of inspections and appeals for the fiscal year
  1 33 beginning July 1, 1996, and ending June 30, 1997, to
  1 34 supplement the appropriations made in 1996 Iowa Acts, chapter
  1 35 1211, section 9, the following amount, or so much thereof as
  2  1 is necessary, to be used for the purpose designated:
  2  2    For regulation of pari-mutuel racetrack operations:  
  2  3 .................................................. $     98,695
  2  4    Sec. 4.  DEPARTMENT OF PUBLIC SAFETY.  There is
  2  5 appropriated from the general fund of the state to the
  2  6 department of public safety for the fiscal year beginning July
  2  7 1, 1996, and ending June 30, 1997, to supplement the
  2  8 appropriations made in 1996 Iowa Acts, chapter 1216, section
  2  9 21, the following amount, or so much thereof as is necessary,
  2 10 to be used for the purpose designated:
  2 11    For riverboat enforcement due to expanded operational
  2 12 hours:  
  2 13 .................................................. $     71,114
  2 14    Sec. 5.  STATE BOARD OF REGENTS.  There is appropriated
  2 15 from the general fund of the state to the state board of
  2 16 regents for the fiscal year beginning July 1, 1996, and ending
  2 17 June 30, 1997, to supplement the appropriations made in 1996
  2 18 Iowa Acts, chapter 1215, section 12, the following amount, or
  2 19 so much thereof as is necessary, to be used for the purpose
  2 20 designated:
  2 21    For salaries:  
  2 22 .................................................. $  2,325,940
  2 23                           DIVISION II
  2 24    Sec. 6.  EXCESS LOTTERY REVENUES – FY 1994-1995.  Of the
  2 25 lottery revenues received during the fiscal year beginning
  2 26 July 1, 1994, which remain in the lottery fund following
  2 27 transfers made pursuant to 1995 Iowa Acts, chapter 220,
  2 28 section 16, and 1996 Iowa Acts, chapter 1219, section 14, the
  2 29 following amounts are appropriated for use during the fiscal
  2 30 year beginning July 1, 1996, and ending June 30, 1997, the
  2 31 following amounts to be used for the purposes designated:
  2 32    1.  To the treasurer of state for the continued funding of
  2 33 Iowa's participation in the funding of the world food prize:  
  2 34 .................................................. $    250,000
  2 35    2.  To the department of cultural affairs for a grant to be
  3  1 combined with local match funding of two dollars for every one
  3  2 state dollar to be used for costs associated with
  3  3 establishment of the Iowa fire fighters memorial:  
  3  4 .................................................. $     50,000
  3  5    3.  To the department of general services for construction
  3  6 of a world war II veterans memorial:  
  3  7 .................................................. $     50,000
  3  8    4.  To the Iowa state university of science and technology
  3  9 for an agriculture 2000 conference:  
  3 10 .................................................. $    100,000
  3 11    5.  To the director of the department of education for
  3 12 purposes of the educational excellence commission:  
  3 13 .................................................. $    250,000
  3 14    6.  To the commissioner of insurance for the community
  3 15 health management information system:  
  3 16 .................................................. $    300,000
  3 17    7.  To the department of human services to supplement the
  3 18 federal funding provided in the social services block grant
  3 19 under 1996 Iowa Acts, chapter 1210, section 10, subsection 3,
  3 20 paragraphs "d" and "g":  
  3 21 .................................................. $    194,057
  3 22    The funds appropriated in this subsection shall be used
  3 23 only for supplementing the social services block grant funds
  3 24 going to counties.
  3 25    Notwithstanding section 8.33, moneys transferred and
  3 26 appropriated in accordance with this section shall not revert
  3 27 at the close of the fiscal year beginning July 1, 1996, but
  3 28 shall remain available for expenditure for the purposes
  3 29 designated.  Unless otherwise provided in this section, moneys
  3 30 transferred in this section which remain unobligated or
  3 31 unexpended for the purpose designated shall revert at the
  3 32 close of the fiscal year beginning July 1, 1997, and ending
  3 33 June 30, 1998.
  3 34    Sec. 7.  EFFECTIVE DATE.  This Act, being deemed of
  3 35 immediate importance, takes effect upon enactment.  
  4  1                           EXPLANATION
  4  2    The bill makes supplemental appropriations for the 1996-
  4  3 1997 fiscal year from the state general fund to the
  4  4 departments of general services, inspections and appeals,
  4  5 human rights, and public safety, and to the state board of
  4  6 regents.  The bill also makes supplemental appropriations for
  4  7 the 1996-1997 fiscal year left over lottery revenues from the
  4  8 1994-1995 fiscal year to the departments of cultural affairs,
  4  9 general services, and human services, to the director of the
  4 10 department of education for the educational excellence
  4 11 commission, and to Iowa state university.  The bill takes
  4 12 effect upon enactment.
