  1  1    Section 1.  IOWA HEALTHY FAMILY PROGRAM.  There is
  1  2 appropriated from the general fund of the state to the Iowa
  1  3 department of public health for the Iowa healthy family
  1  4 program for the fiscal year beginning July 1, 1996, and ending
  1  5 June 30, 1997, the following amount, or so much thereof as is
  1  6 necessary, to be used for the purpose designated:
  1  7    For the Iowa healthy family program under section 135.106:  
  1  8 .................................................. $    115,000
  1  9    The moneys appropriated in this section shall be granted
  1 10 pursuant to 1992 Iowa Acts, Second Extraordinary Session,
  1 11 chapter 1001, section 415, except that the grants shall be
  1 12 extended through September 30, 1997.  Notwithstanding the
  1 13 provisions of 1992 Iowa Acts, Second Extraordinary Session,
  1 14 chapter 1001, section 416, the use of mid-level practitioners
  1 15 to improve access to prenatal care shall include obstetrical-
  1 16 gynecological nurse practitioners and family nurse
  1 17 practitioners focusing on maternal and child health.  The
  1 18 department is encouraged to expand funding eligibility under
  1 19 the program to private physician and clinic-sponsored programs
  1 20 servicing low-income populations.  The administrative entities
  1 21 of the Iowa healthy family program shall work collaboratively
  1 22 to assure continuity of the provision of services from the
  1 23 prenatal to the preschool period to an individual client by
  1 24 having a single resource mother work with that client.  The
  1 25 department shall submit an annual report to the general
  1 26 assembly concerning the efficiency of the healthy family
  1 27 program and make any recommendations for improvements.  Any
  1 28 funds contracted to agencies under this section which are
  1 29 projected to be unused at the close of the fiscal year shall
  1 30 be allowed to be reallocated within the healthy family program
  1 31 by June 1, 1997.
  1 32    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1 33 immediate importance, takes effect upon enactment.  
  1 34                           EXPLANATION
  1 35    This bill makes an appropriation of $115,000 for the fiscal
  2  1 year beginning July 1, 1996, and ending June 30, 1997, to the
  2  2 Iowa department of public health for the Iowa healthy family
  2  3 program, restoring an appropriation which was vetoed by the
  2  4 governor.  The bill provides that moneys appropriated shall be
  2  5 granted pursuant to 1992 Iowa Acts, Second Extraordinary
  2  6 Session, chapter 1001, section 415, and extends the grants
  2  7 through September 30, 1997.  The bill provides that the use of
  2  8 mid-level practitioners to improve access to prenatal care
  2  9 shall include obstetrical-gynecological and family nurse
  2 10 practitioners, and encourages the department to expand funding
  2 11 eligibility to private physician and clinic-sponsored programs
  2 12 servicing low-income populations.  The bill additionally
  2 13 provides for the continuity of the provision of prenatal
  2 14 through preschool services to individual clients, and requires
  2 15 the department to submit an annual report to the general
  2 16 assembly regarding the efficiency of the healthy family
  2 17 program and make recommendations for improvements.  Funds
  2 18 contracted to agencies which remain unused at the close of the
  2 19 fiscal year shall be reallocated within the healthy family
  2 20 program by June 1, 1997.  The bill provides that the Iowa
  2 21 department of public health and the department of human
  2 22 services shall determine if any portion of healthy family
  2 23 program expenses would qualify for payment under the medical
  2 24 assistance program and, if so, shall apply to the federal
  2 25 government for a medical assistance waiver.  The departments
  2 26 shall evaluate the funding change's potential impact upon
  2 27 healthy family program clients.
  2 28    The bill takes effect upon enactment.
