  1  1    Section 1.  There is appropriated from the general fund of
  1  2 the state to the state department of transportation for the
  1  3 fiscal year beginning July 1, 1997, and ending June 30, 1998,
  1  4 the following amounts, or so much thereof as is necessary, to
  1  5 be used for the purposes designated:
  1  6    1.  a.  For providing assistance for the restoration,
  1  7 conservation, improvement, and construction of railroad main
  1  8 lines, branch lines, switching yards, and sidings as required
  1  9 in section 327H.18, for use by the railway finance authority
  1 10 as provided in chapter 327I:  
  1 11 .................................................. $  1,415,000
  1 12    b.  For airport engineering studies and improvement
  1 13 projects as provided in chapter 328:  
  1 14 .................................................. $  2,472,000
  1 15    2.  For planning and programming, for salaries, support,
  1 16 maintenance, and miscellaneous purposes:  
  1 17 .................................................. $    247,000
  1 18    Sec. 2.  There is appropriated from the road use tax fund
  1 19 to the state department of transportation for the fiscal year
  1 20 beginning July 1, 1997, and ending June 30, 1998, the
  1 21 following amounts, or so much thereof as is necessary, for the
  1 22 purposes designated:
  1 23    1.  For the payment of costs associated with the production
  1 24 of motor vehicle licenses, as defined in section 321.1,
  1 25 subsection 43:  
  1 26 .................................................. $  1,295,000
  1 27    2.  For salaries, support, maintenance, and miscellaneous
  1 28 purposes:
  1 29    a.  Operations and finance:  
  1 30 .................................................. $  4,289,335
  1 31    b.  Administrative services:

  1 33    c.  Planning and programming:  
  1 34 .................................................. $    429,785
  1 35    d.  Motor vehicles:

  2  2    3.  For payments to the department of personnel for
  2  3 expenses incurred in administering the merit system on behalf
  2  4 of the state department of transportation, as required by
  2  5 chapter 19A:  
  2  6 .................................................. $     35,000
  2  7    4.  Unemployment compensation:  
  2  8 .................................................. $     17,000
  2  9    5.  For payments to the department of personnel for paying
  2 10 workers' compensation claims under chapter 85 on behalf of
  2 11 employees of the state department of transportation:  
  2 12 .................................................. $     77,000
  2 13    6.  For payment to the general fund of the state for
  2 14 indirect cost recoveries:  
  2 15 .................................................. $     96,000
  2 16    7.  For reimbursement to the auditor of state for audit
  2 17 expenses as provided in section 11.5B:  
  2 18 .................................................. $     33,740
  2 19    8.  For technology improvement projects consistent with the
  2 20 recommendations of the blue ribbon task force, including local
  2 21 area network development, electronic document management
  2 22 system development, geographic information system and global
  2 23 positioning system data development, and integrated database
  2 24 development:  
  2 25 .................................................. $    168,000
  2 26    9.  For membership in the north America's superhighway
  2 27 corridor coalition:  
  2 28 .................................................. $    150,000
  2 29    In accordance with the rights granted the state for
  2 30 membership in the north America's superhighway coalition, six
  2 31 individuals shall be appointed to represent the state as
  2 32 follows:
  2 33    a.  The director of the state department of transportation
  2 34 or the director's designee.
  2 35    b.  The director of the Iowa department of economic
  3  1 development or the director's designee.
  3  2    c.  Four persons appointed in coordination between the
  3  3 speaker of the house of representatives and the president of
  3  4 the senate to represent the state's interest in interstate
  3  5 highways 29, 35, and 80, and the business community of the
  3  6 state.
  3  7    Of these, the director of the state department of
  3  8 transportation or the director's designee and one of the other
  3  9 individuals, as determined by the speaker of the house of
  3 10 representatives and the president of the senate, shall be
  3 11 designated to serve on the executive committee of the
  3 12 coalition.
  3 13    10.  For allocation to the department of public safety for
  3 14 implementation and operation of a toll-free telephone road and
  3 15 weather reporting system:

  3 17    Sec. 3.  There is appropriated from the primary road fund
  3 18 to the state department of transportation for the fiscal year
  3 19 beginning July 1, 1997, and ending June 30, 1998, the
  3 20 following amounts, or so much thereof as is necessary, to be
  3 21 used for the purposes designated:
  3 22    1.  For salaries, support, maintenance, miscellaneous
  3 23 purposes and the following full-time equivalent positions:
  3 24    a.  Operations and finance:

  4  1    It is the intent of the general assembly that no more than
  4  2 $313,600 from the highway beautification fund, plus an
  4  3 allocation for salary adjustment be expended for salaries and
  4  4 benefits for no more than 9.00 FTEs.

  4 16    It is the intent of the general assembly that no more than
  4 17 $3,110,347 from the highway materials and equipment revolving
  4 18 fund, plus an allocation for salary adjustment be expended for
  4 19 salaries and benefits for no more than 89.00 FTEs.
  4 20    3.  For payments to the department of personnel for
  4 21 expenses incurred in administering the merit system on behalf
  4 22 of the state department of transportation, as required by
  4 23 chapter 19A:

  4 25    4.  Unemployment compensation:

  4 27    5.  For payments to the department of personnel for paying
  4 28 workers' compensation claims under chapter 85 on behalf of the

  5 12    10.  For improvements to upgrade the handling of wastewater
  5 13 at various field facilities throughout the state:

  5 16 priority list at field facility locations in Decorah, Charles
  5 17 City, Fairfield, Fort Dodge, Neola, Harlan, or Denison:

  5 19    12.  For tuckpointing of the south building at the
  5 20 department facility in Ames:  
  5 21 .................................................. $    160,000
  5 22    13.  For field garage facilities at Des Moines, Anamosa,
  5 23 Correctionville, Charles City, and Sheldon:  
  5 24 .................................................. $  3,500,000
  5 25                           EXPLANATION
  5 26    This bill makes appropriations from the general fund of the
  5 27 state, the road use tax fund, and the primary road fund to the
  5 28 state department of transportation and establishes the number
  5 29 of full-time equivalent positions authorized to the
  5 30 department.
  5 31    Appropriations from the general fund include appropriations
  5 32 for railroad lines, airport engineering studies, and planning
  5 33 and programming.  Appropriations from the road use tax fund
  5 34 include appropriations for license plate production costs,
  5 35 salaries, operations, motor vehicles, unemployment
  6  1 compensation, indirect cost recoveries, technology
  6  2 improvements, and for membership in the north America's
  6  3 superhighway corridor coalition formerly the I-35 corridor
  6  4 coalition.  The bill provides that the state shall be
  6  5 represented on the coalition by the director of the state
  6  6 department of transportation and the director of the Iowa
  6  7 department of economic development or the directors' designees
  6  8 and four individuals selected by the speaker of the house of
  6  9 representatives and the president of the senate to represent
  6 10 the state's interests in interstate highways 29, 35, and 80,
  6 11 and to represent the business community.  Appropriations from
  6 12 the primary road fund include appropriations for salaries,
  6 13 operations, planning and programming, project development,
  6 14 unemployment compensation, disposal of hazardous wastes at
  6 15 field locations, technology improvements, wastewater handling,
  6 16 roof replacement at field facilities, tuckpointing of a
  6 17 department building in Ames, and field garages in Des Moines,
  6 18 Anamosa, Correctionville, Charles City, and Sheldon.
