1 1 Section 1. There is established a county issuance of motor
1 2 vehicle licenses study committee to study, make
1 3 recommendations regarding, and oversee the implementation of a
1 4 uniform system for the issuance of motor vehicle licenses by
1 5 county treasurers if a system is implemented. The committee
1 6 shall consist of fifteen members as follows:
1 7 1. Six county treasurers chosen by the Iowa association of
1 8 county treasurers.
1 9 2. The director of the department of transportation or the
1 10 director's designee.
1 11 3. The members of the county finance committee established
1 12 under section 333A.2.
1 13 The committee shall be staffed by the legislative service
1 14 bureau.
1 15 Sec. 2. The committee shall study the experience of the
1 16 six counties currently authorized to issue motor vehicle
1 17 licenses under section 321.179 and take testimony from the
1 18 department of transportation and other interested parties
1 19 regarding the implementation of an expanded system of county
1 20 issuance of motor vehicle licenses, including commercial
1 21 driver's licenses. The committee shall report to the general
1 22 assembly not later than January 1, 1998, with recommendations
1 23 for the implementation of an expanded system of county
1 24 issuance of motor vehicle licenses. The recommendations shall
1 25 address at least whether county issuance of motor vehicle
1 26 licenses should be mandatory or optional, and a mechanism for
1 27 oversight by the department of transportation. Following
1 28 delivery of its recommendations, the committee shall act in an
1 29 advisory capacity regarding the implementation of a county
1 30 issuance program enacted should one be enacted and signed into
1 31 law. The committee shall dissolve December 21, 1998.
1 32 Sec. 3. EFFECTIVE DATE. This Act, being deemed of
1 33 immediate importance, takes effect upon enactment.
1 34 EXPLANATION
1 35 This bill establishes a county issuance of motor vehicle
2 1 licenses study committee. The committee consists of 15
2 2 members, six county treasurers appointed by the Iowa
2 3 association of county treasurers, the director of the
2 4 department of transportation or the director's designee, and
2 5 the eight members of the county finance committee established
2 6 by chapter 333A. The county finance committee consists of the
2 7 auditor of state or the auditor's designee, five elected
2 8 county officials, a certified public accountant, and an
2 9 operations research analyst appointed by the legislative
2 10 council. Each member is entitled to reimbursement for actual
2 11 and necessary expenses incurred in the performance of
2 12 committee duties.
2 13 The committee is to study the issue of county issuance of
2 14 motor vehicle licenses, take testimony, and provide a report
2 15 with recommendations to the general assembly not later than
2 16 January 1, 1998. The committee will remain in existence to
2 17 serve as an advisory body should legislation establishing a
2 18 system of county issuance of motor vehicle licenses be
2 19 enacted. The bill provides that the committee shall sunset on
2 20 December 31, 1998.
2 21 The bill also provides that the legislative service bureau
2 22 shall provide staff for the committee. The bill takes effect
2 23 upon enactment.
