1 1 Section 1. Section 483A.1, subsection 2, Code l997, is
1 2 amended by adding the following new paragraph:
1 3 NEW PARAGRAPH. g. Doe deer hunting license....$12.00
1 4 Sec. 2. NEW SECTION. 483A.8A DEER POPULATION CONTROL –
1 5 COUNTY REQUEST.
1 6 1. Subject to the requirements of subsection 2, a person
1 7 who is issued a deer hunting license as provided in this
1 8 chapter, may obtain a doe deer hunting license upon request
1 9 and payment of a fee as provided in section 483A.1. The doe
1 10 hunting license is valid only in a county where the doe deer
1 11 hunting licenses are requested by resolution of the board of
1 12 supervisors to control deer population.
1 13 2. Upon request by resolution of a board of supervisors,
1 14 the department shall issue doe deer hunting licenses as
1 15 provided in subsection 1 and not more than two additional free
1 16 deer hunting licenses to land owners and tenants as provided
1 17 in section 483A.24. The free deer hunting licenses authorized
1 18 in this subsection for landowners and tenants shall be in
1 19 addition to any free deer license otherwise authorized in
1 20 section 483A.24. The department shall issue the licenses only
1 21 for hunting in a county which requests the doe deer hunting
1 22 licenses. However, if the commission finds that the
1 23 biological balance of the deer population as determined under
1 24 section 481A.39 will be adversely affected by additional deer
1 25 depopulation, the commission may deny the requests of one or
1 26 more counties to issue deer hunting licenses pursuant to this
1 27 section.
1 28 Sec. 3. Section 483A.24, subsection 2, Code l997, is
1 29 amended by adding the following new paragraph:
1 30 NEW PARAGRAPH. d. If a county board of supervisors
1 31 requests by resolution the issuance of additional deer
1 32 licenses and the commission agrees to the request as provided
1 33 in section 483A.8A, the department shall issue not more than
1 34 two additional deer hunting licenses to each owner and each
1 35 tenant who request the licenses.
2 1 EXPLANATION
2 2 This bill provides that the board of supervisors, by
2 3 resolution, may request the department of natural resources to
2 4 issue an additional doe deer license for a fee of $12, and for
2 5 land owners and tenants, two additional free deer hunting
2 6 licenses at their request. The department of natural
2 7 resources shall issue the additional licenses as requested by
2 8 a county board of supervisors unless the natural resource
2 9 commission finds that issuing additional deer hunting licenses
2 10 will adversely threaten the biological balance of the deer
2 11 population.
