  1  1    Section 1.  LEGISLATIVE INTENT.
  1  2    1.  The general assembly finds that the legislative
  1  3 council, on behalf of the general assembly, has made progress
  1  4 in attempting to provide access to the state capitol to
  1  5 persons with disabilities, consistent with the federal
  1  6 Americans With Disabilities Act, but that current
  1  7 inaccessibility does not offer persons with disabilities the
  1  8 same use and access of the state capitol as other persons.  It
  1  9 is the intent of the general assembly that the state capitol
  1 10 be made accessible to all Iowans.
  1 11    2.  It is the intent of the general assembly that areas of
  1 12 the state capitol be made accessible, consistent with the
  1 13 federal Americans With Disabilities Act, during the completion
  1 14 of the interior renovation as follows:
  1 15    a.  Senate gallery.
  1 16    b.  Access to the floor of the senate.
  1 17    c.  Senate leadership offices including the offices of the
  1 18 president, majority leader, minority leader, and research
  1 19 staffs.
  1 20    d.  House of representatives gallery.
  1 21    e.  Access to the floor of the house of representatives.
  1 22    f.  House leadership offices including the offices of the
  1 23 speaker, majority leader, minority leader, and research
  1 24 staffs.
  1 25    3.  It is the intent of the general assembly that tactile
  1 26 signage be used inside and outside of elevators, as well as
  1 27 for specifying offices, committee rooms, and all facilities
  1 28 and services open to the public.
  1 29    Sec. 2.  COMMITTEE APPOINTMENTS.  It is the intent of the
  1 30 general assembly that the legislative council appoint from
  1 31 recommendations made by the systems change network a committee
  1 32 comprised of an architect knowledgeable in the requirements of
  1 33 Title II and Title III of the federal Americans With
  1 34 Disabilities Act and six or more, but not to exceed fifteen,
  1 35 persons with various disabilities.  The committee shall
  2  1 provide input to the legislative council regarding
  2  2 accessibility issues as the legislative council continues to
  2  3 improve the accessibility of the state capitol for all Iowans.
  2  4    Sec. 3.  APPROPRIATION INTENT.  It is the intent of the
  2  5 general assembly that necessary funds be appropriated to
  2  6 complete interior renovations which result in making the state
  2  7 capitol accessible to all Iowans by no later than January 1,
  2  8 2002.
