PAG LIN 1 1 Section 1. FINDINGS. The general assembly finds that 1 2 growing levels of employment coupled with historically low 1 3 levels of unemployment are evidence of increasing scarcity of 1 4 skilled workers. Limited access to a skilled workforce is 1 5 preventing Iowa companies from increasing employment and 1 6 production, and is a barrier to sustained and stable economic 1 7 growth. 1 8 Further, the general assembly finds that in order to 1 9 increase the size of the workforce, a partnership of private 1 10 sector employers, communities and public sector organizations 1 11 should be formed to develop and implement a workforce 1 12 recruitment initiative. The initiative is intended to include 1 13 strategies for recruiting new workers that will meet the 1 14 workforce needs of Iowa employers who are unable to fill high 1 15 quality jobs. 1 16 Sec. 2.
