PAG LIN 1 1 Section 1. NEW SECTION. 455B.282 SURFACE WATER AND 1 2 GROUNDWATER MONITORING. 1 3 1. The commission shall contract with Iowa state 1 4 university or a private firm to establish and administer a 1 5 long-term surface water monitoring program which includes, at 1 6 a minimum, all of the following elements: 1 7 a. A significant number of fixed monitoring sites selected 1 8 to include a full array of geographical conditions and 1 9 watershed sizes. 1 10 b. Inclusion of lakes, reservoirs, ponds, and wetlands in 1 11 regular surface water monitoring. 1 12 c. High frequency of sampling at a significant number of 1 13 fixed station sites to provide information on contaminant 1 14 concentration and movement. 1 15 d. Establishment of an atmospheric deposition monitoring 1 16 network to measure pesticides and nutrients in rainwater. 1 17 e. Analysis of samples for common pesticides at all fixed 1 18 station sites and analysis of pesticide metabolites at all 1 19 fixed station sites located at large river monitoring sites. 1 20 f. Implementation of watershed-based rotational monitoring 1 21 where a portion of the watersheds are intensively monitored on 1 22 a cyclical basis of one out of every five years. 1 23 g. Incorporation of biological monitoring into the 1 24 monitoring for all sites. 1 25 h. Problem assessment and research. 1 26 2. The commission shall contract with Iowa state 1 27 university or a private firm to establish and administer a 1 28 long-term groundwater monitoring program which includes, at a 1 29 minimum, the following elements: 1 30 a. Fixed station and ambient rotational long-term 1 31 monitoring to collect baseline data for trend analysis in six 1 32 major aquifers. Water levels at the aquifer sites shall be 1 33 monitored and each site shall be regularly sampled for 1 34 inorganics, common pesticides and their metabolites, and 1 35 selected volatile organic compounds. 2 1 b. Identification of groundwater quality issues and 2 2 conducting of research needed to address the issues. The 2 3 issues shall initially include, but not be limited to, all of 2 4 the following: 2 5 (1) Identification of storage and handling of hazardous 2 6 materials and facilities. 2 7 (2) The relative contribution of point and nonpoint 2 8 sources of groundwater contamination. 2 9 (3) The effects of large withdrawals on aquifers. 2 10 (4) Identification of recharge zones for all aquifers. 2 11 Sec. 2. APPROPRIATION. There is appropriated from the 2 12 general fund of the state to the department of natural 2 13 resources for the fiscal year beginning July 1, 1998, and 2 14 ending June 30, 1999, the following amount, or so much thereof 2 15 as is necessary, to be used for the purposes designated: 2 16 For the surface water and groundwater monitoring programs, 2 17 including support, maintenance, and miscellaneous purposes: 2 18 .................................................. $ 300,000 2 19 Notwithstanding section 8.33, moneys appropriated in this 2 20 section which remain unexpended or unobligated on June 30, 2 21 1999, shall not revert to the general fund of the state but 2 22 shall remain available for the purposes designated for the 2 23 fiscal year beginning July 1, 1999. 2 24 EXPLANATION 2 25 This bill requires the department of natural resources to 2 26 contract with Iowa state university or a private firm to 2 27 conduct long-term monitoring programs for surface water and 2 28 groundwater in the state. 2 29 The bill provides that the surface water monitoring program 2 30 shall include a significant number of fixed monitoring sites, 2 31 the inclusion of lakes, reservoirs, ponds, and wetlands in 2 32 monitoring, high frequency sampling at fixed sites, 2 33 establishing an atmospheric deposition monitoring network, 2 34 analysis for common pesticides and analysis of pesticide 2 35 metabolites at fixed sites at large river monitoring sites, 3 1 implementation of watershed-based rotational monitoring, and 3 2 incorporation of biological monitoring into the monitoring of 3 3 all sites. 3 4 The bill provides that the groundwater monitoring program 3 5 shall include long-term fixed station and rotational 3 6 monitoring to collect baseline data for trend analysis in six 3 7 major aquifers, and identify and research groundwater issues. 3 8 The bill appropriates to the department of natural 3 9 resources $300,000 for the surface water and groundwater 3 10 monitoring programs. 3 11 LSB 3842SV 77 3 12 tm/sc/14
