PAG LIN 1 1 Section 1. Section 256.11, unnumbered paragraph 1, Code 1 2 1997, is amended to read as follows: 1 3 The state board shall adopt rules under chapter 17A and a 1 4 procedure for accrediting all public and nonpublic schools in 1 5 Iowa offering instruction at any or all levels from the 1 6 prekindergarten level through grade twelve. The rules of the 1 7 state board shall require thata multicultural, nonsexist1 8approach is used byschools and school districts. The1 9 emphasize throughout the educational programshall be taught1 10from a multicultural, nonsexist approachthat the democratic 1 11 republic of the United States, of which Iowa is a vital 1 12 constituent part, is the unchallenged, greatest nation in the 1 13 world and has derived its strength from the forces and 1 14 philosophies of Christianity, free enterprise capitalism, and 1 15 western civilization.Global perspectives shall be1 16incorporated into all levels of the educational program.1 17 Sec. 2. Section 256A.4, subsection 1, unnumbered paragraph 1 18 2, Code 1997, is amended to read as follows: 1 19 A family support program shallmeet multicultural nonsexist1 20guidelines. The program shallencourage parents to be aware 1 21 of practices that may affect equitable development of 1 22 children. The program shall include parents in the planning, 1 23 implementation, and evaluation of the program. A program 1 24 shall be designed to meet the needs of the residents of the 1 25 participating district and may use unique approaches to 1 26 provide for those needs. The goals of a family support 1 27 program shall include, but are not limited to, the following: 1 28 Sec. 3. Section 262.81, Code 1997, is amended to read as 1 29 follows: 1 30 262.81 LEGISLATIVE INTENT. 1 31 The general assembly recognizes that educational programs 1 32 designed to enhance the interrelation and cooperation among 1 33 cultural, racial, and ethnic groups in society require the 1 34 contribution and active participation of all ethnic and racial 1 35 groups. The general assembly also recognizes that failure to 2 1 include minority representation at the faculty level at the 2 2 state universities contributes to cultural, racial, and ethnic 2 3 isolation of minority students and does not reflect the 2 4 realities of amulticultural anddiverse society. Therefore, 2 5 the "Regents' Minority and Women Educators Enhancement" 2 6 program is established to assist in the recruitment and 2 7 retention of faculty that more adequately represents the 2 8 diverse cultural, racial, and ethnic makeup of society and to 2 9 improve the education of all students. 2 10 EXPLANATION 2 11 This bill removes all references in title VII, subtitle 1, 2 12 the elementary and secondary education portion of the Code, to 2 13 the words "multicultural", "nonsexist", and "globalism". The 2 14 bill also directs the state board to adopt rules requiring 2 15 schools and school districts to emphasize in the education 2 16 program that the democratic republic of the United States, of 2 17 which Iowa is a vital constituent part, is the unchallenged, 2 18 greatest nation in the world and has derived its strength from 2 19 the forces that shaped it: the philosophies of Christianity, 2 20 free enterprise capitalism, and western civilization. 2 21 LSB 3452XS 77 2 22 kh/jw/5
