PAG LIN 1 1 Section 1. Section 8A.2, subsection 2, unnumbered 1 2 paragraph 1, Code 1997, is amended to read as follows: 1 3 An innovation zone board is created within the council on 1 4 human investment. The staff of the council on human 1 5 investment shall act as staff to the board. The board shall 1 6 select a chairperson, annually, from its membership. A simple 1 7 majority of the members of the board shall constitute a 1 8 quorum.On or before June 30, 1997, theThe board shall do 1 9 all of the following: 1 10 Sec. 2. Section 8A.2, subsection 2, paragraphs a and b, 1 11 Code 1997, are amended to read as follows: 1 12 a. Issue, on a periodic basis, a request for applications 1 13 to be submitted by local jurisdictions to participate in 1 14 innovation zones in order to develop new, community-based 1 15 strategies which are cross-system in focus, to improve 1 16 outcomes for children and their families. 1 17 b. Select from the requests received,at least three1 18 jurisdictions to develop and implement innovation zone plans. 1 19 The board shall establish criteria for selection of the 1 20 jurisdictions. Selection criteria shall include a component 1 21 which measures the comprehensiveness of the plan and the 1 22 capacity of the jurisdiction to implement the plan. 1 23 Sec. 3. 1996 Iowa Acts, chapter 1219, section 77, is 1 24 amended to read as follows: 1 25 SEC. 77. REPEAL – INNOVATION ZONE BOARD. Section 8A.2, 1 26 subsections 2 and 4, as enacted by this division of this Act, 1 27 relating to the innovation zone board, are repealed June 30, 1 2819982000. 1 29 EXPLANATION 1 30 This bill delays the repeal of the Code provisions creating 1 31 the innovation zone board to the year 2000. The bill also 1 32 deletes a reference to the date of June 30, 1997, by which the 1 33 board was to complete certain duties, removes the limitation 1 34 on the number of selections to be made from requests received, 1 35 and provides for periodic issuance of requests for 2 1 applications. 2 2 LSB 3435SV 77 2 3 pf/sc/14
