  1  1    Section 1.  NEW SECTION.  135.12  COUNTY PROGRAM
  1  2 APPROPRIATIONS.
  1  3    1.  There is appropriated from the general fund of the
  1  4 state to the Iowa department of public health for the public
  1  5 health nursing program and the homemaker-home health aide
  1  6 program, pursuant to section 135.11, subsection 15, and the
  1  7 Iowa senior health program as established by rule, for the
  1  8 fiscal year beginning July 1, 1998, and each succeeding fiscal
  1  9 year, twelve million four hundred fifty-four thousand eight
  1 10 hundred fifty-four dollars.
  1 11    The moneys shall be allocated as follows:
  1 12    a.  Two million six hundred thirty-seven thousand four
  1 13 hundred sixty-five dollars shall be allocated to the county
  1 14 public health nursing program.  Funds allocated in excess of
  1 15 amounts appropriated for the fiscal year beginning July 1,
  1 16 1998, and ending June 30, 1999, shall be allocated for home
  1 17 nursing visits for the elderly programs.
  1 18    b.  Nine million sixteen thousand fifty-two dollars to the
  1 19 home care aide program.  Funds allocated in excess of amounts
  1 20 appropriated for the fiscal year beginning July 1, 1998, and
  1 21 ending June 30, 1999, shall be allocated for homemaker-home
  1 22 health and chore program services for the elderly.
  1 23    c.  Eight hundred one thousand three hundred thirty-seven
  1 24 dollars for the Iowa senior health program.
  1 25    2.  All funds appropriated to counties pursuant to this
  1 26 section in excess of amounts appropriated for the fiscal year
  1 27 beginning July 1, 1989, and ending June 30, 1990, shall not be
  1 28 reduced for administrative expenses or allocated for the
  1 29 development of new program initiatives other than initiatives
  1 30 developed locally through a county organization planning
  1 31 process.
  1 32    Sec. 2.  NEW SECTION.  231.56A  ELDERLY SERVICES –
  1 33 APPROPRIATION.
  1 34    1.  There is appropriated from the general fund of the
  1 35 state to the department of elder affairs for the elderly
  2  1 services program established in section 231.56, for the fiscal
  2  2 year beginning July 1, 1998, and each succeeding fiscal year,
  2  3 four million four hundred thousand four hundred eight dollars.
  2  4    The moneys shall be allocated as follows:
  2  5    a.  Two hundred fifteen thousand dollars shall be allocated
  2  6 to the retired senior volunteer program.
  2  7    b.  One hundred fifteen thousand dollars shall be allocated
  2  8 to the Iowa chapters of the Alzheimer's association.
  2  9    c.  Twenty five thousand dollars to the mental health
  2 10 outreach program.
  2 11    d.  Two million five hundred thousand dollars to the case
  2 12 management for frail elders program.
  2 13    e.  Three hundred fifty thousand dollars for adult day care
  2 14 services.
  2 15    f.  One million one hundred ninety-five thousand four
  2 16 hundred eight dollars for additional elderly services programs
  2 17 not specifically enumerated in this section which are approved
  2 18 by an area agency on aging for provision of the service within
  2 19 an area.
  2 20    2.  All funds allocated to the area agencies on aging for
  2 21 elderly services programs, in excess of amounts appropriated
  2 22 for the fiscal year beginning July 1, 1989, and ending June
  2 23 30, 1990, shall not be reduced for administrative expenses or
  2 24 allocated for the development of new program initiatives other
  2 25 than initiatives developed through the area planning process
  2 26 pursuant to section 231.33, subsection 1.  
  2 27                           EXPLANATION
  2 28    This bill provides for standing appropriations to the
  2 29 department of elder affairs for aging programs and services
  2 30 and to the Iowa department of public health for the public
  2 31 health nursing program, the homemaker-home health aide
  2 32 program, and the Iowa senior health program, for the fiscal
  2 33 year beginning July 1, 1998, and each succeeding fiscal year.
  2 34 With respect to appropriations to the department of elder
  2 35 affairs, the bill provides that funding for elderly services
  3  1 programs, in excess of amounts appropriated for the fiscal
  3  2 year beginning July 1, 1989, and ending June 30, 1990, shall
  3  3 not be reduced for administrative expenses or allocated for
  3  4 the development of new program initiatives other than
  3  5 initiatives developed through the area planning process.
  3  6 Regarding appropriations to the Iowa department of public
  3  7 health, the bill provides that the appropriated funds to
  3  8 counties in the bill in excess of amounts appropriated for the
  3  9 fiscal year beginning July 1, 1989, and ending June 30, 1990,
  3 10 shall not be reduced for administrative expenses or allocated
  3 11 for the development of new program initiatives other than
  3 12 initiatives developed locally through a county organization
  3 13 planning process.
